Burke County Board of Commissioners Meeting Recap – February 20, 2024

The February 20th meeting of the Burke County Board of Commissioners provided a comprehensive update on county initiatives, addressed community concerns, and made several key decisions impacting residents. The meeting, which began with the invocation by Pastor Keith Barnett and the Pledge of Allegiance, covered a wide range of topics from animal services to tax rates and ongoing community programs.

A significant portion of the meeting centered around discussions surrounding a proposed mega-site development. While not formally voted upon, numerous residents voiced strong concerns during the public comment period regarding potential environmental impacts (particularly water quality), increased property taxes, and the overall effect on Burke County’s character and tourism. Speakers like Patrick Stevens, Ron Mishaw, Gary Harbison, Jeff Morse, Meredith Adams, Carla Adams, Ann Chapman and Chet Green all shared their perspectives, highlighting a clear desire for greater transparency and accountability regarding the project's development.

Beyond the mega-site discussion, several important decisions were made. The Board unanimously approved a zoning map amendment (ZMA 2023-11) rezoning approximately 5.37 acres on Snipes Street from industrial to residential (R3). They also approved Thompson Price, Scott and Adams as the county's auditor for FY 2023-2024 at a cost of $49,500. A resolution was passed allocating $126,500 for programs addressing opioid use disorder, demonstrating the county's commitment to addressing critical community needs.

Throughout the meeting, several departments provided updates on their ongoing work. Animal Services highlighted a remarkable 91% live release rate for dogs and 88% for cats, exceeding the "no-kill" standard. The Burke County Chamber of Commerce announced the upcoming Litter Sweep from March 20-27, encouraging community participation. County Manager Brian Epley presented a detailed analysis of the recent property revaluation, noting that Burke County has reduced its tax rate to one of the lowest in North Carolina. Soil & Water Conservation showcased successful stream rehabilitation efforts, and the Tourism Development Authority reported strong occupancy tax collections and a thriving visitor center.

What's Next?

The Board recessed the meeting until March 7, 2024. Residents interested in learning more about the mega-site development are encouraged to monitor county communications and attend future meetings. The Litter Sweep, running from March 20-27, offers a chance for community involvement, and details can be found on the ASFI website. Finally, those interested in supporting Animal Services are invited to attend the "Read to a Dog" program on February 22nd at the Animal Services Center.

This meeting underscored both the County’s commitment to responsible financial management and a growing concern among residents regarding potential development projects. The Board's decisions, along with the ongoing community discussions, will shape the future of Burke County.
