Buncombe County Board of Elections Meeting Recap – November 1, 2024
The Buncombe County Board of Elections convened on Friday, November 1st, 2024, to address a significant backlog of absentee ballots and discuss the unique circumstances surrounding a temporary polling location established due to recent landslide damage. The meeting, which was added to the calendar specifically to accommodate the volume of ballots requiring review, provided a glimpse into the meticulous process ensuring fair and accurate elections in Buncombe County. The Board was comprised of all five members, with Director Duncan present to provide updates and facilitate proceedings.
A primary focus of the meeting was the review and validation of 2,264 absentee ballots received prior to the election. Director Duncan reported exceptionally high early voting numbers across Buncombe County, exceeding those seen in 2020 and currently leading the state in early voter turnout. The Board diligently reviewed each ballot, verifying voter information and signatures against accompanying documentation. Following careful consideration, the Board approved over 390 ballots as valid and compliant with election regulations. A smaller number of ballots were disapproved due to issues such as out-of-state identification, discrepancies in voter registration information (CIV), or missing witness signatures. Notably, one ballot was deferred for further investigation due to a questionable notary certification – staff will follow up on this matter. Ultimately, the Board voted unanimously (5-0) to approve all reviewed absentee ballots.
Beyond ballot review, the Board received an update and photographic evidence from Director Duncan regarding the temporary polling location established on Highway 9, necessitated by landslide damage that rendered a previous location inaccessible. Director Duncan praised the security and functionality of the temporary site, noting positive community engagement through a local social media network disseminating information about its location and operation. He also acknowledged the challenging road conditions leading to the site, which currently involve temporary stoplights and single-lane sections. This highlighted a significant challenge in ensuring accessibility for all voters impacted by the landslides.
While no direct public comments were formally recorded during the meeting, Director Duncan highlighted the community’s proactive use of social media to share information regarding the temporary polling location, demonstrating a collaborative effort in navigating unexpected circumstances. The Board’s commitment to upholding election integrity was evident throughout the proceedings, with members emphasizing their dedication to a fair and accurate process.
Looking ahead, staff will investigate the ballot with the questionable notary certification to determine if it can be “cured” or corrected. The Board will continue reviewing absentee ballots at future meetings as needed, and a few ballots were flagged for duplication to ensure accurate vote counts. This meeting underscored the Board of Elections' crucial role in managing a high volume of ballots and adapting to unforeseen challenges, all while striving to maintain the integrity and accessibility of Buncombe County’s electoral process.
