Noise Advisory Board Meeting Recap: June 10, 2024

The Asheville Noise Advisory Board convened on June 10, 2024, to discuss their annual report and address ongoing noise-related concerns within the city. The meeting focused on strategies to improve Asheville's noise ordinance and gathered input from board members regarding potential solutions. No public comments were received during the meeting.

A significant portion of the discussion centered on the Board’s recommendations for City Council, which were previously presented to the Environment and Safety Committee. These recommendations include conducting a public survey to gauge the effectiveness of the current noise ordinance, tackling vehicular noise (particularly related to business signage), expanding board membership to include a public health representative and someone from multifamily housing, moderating construction hours on Saturdays in residential areas, and addressing noise generated by power washing and motorized equipment. Board members expressed some frustration with the perceived lack of progress in implementing these recommendations, noting roadblocks and a need for clearer direction from the city. Several members suggested meeting with Deborah Campbell, the City Manager, to explore strategies for advancing these proposals.

During a data update, staff member Todd Justice reported an increase in noise complaints, which he attributed to the summer tourist season. While most complaints aligned with previous trends, there was a noticeable rise in construction citations for activities occurring on Sundays without proper permits. Councilman Mark Matheny suggested a social media awareness campaign to address the issue of vehicular noise, highlighting an opportunity for proactive community engagement. A brief discussion also arose regarding a national noise survey referenced by Councilman Matheny, and Board member Jessica Thomason will investigate the survey’s details to share with the board.

The meeting concluded with two key decisions: unanimous approval of the minutes from their May meeting and a vote to postpone their next scheduled meeting until August. The postponement was attributed to a lack of pressing agenda items and recognition of members’ other commitments. Several action items were assigned to ensure continued progress on identified concerns. Jessica Thomason will investigate and share details of the national noise survey, as well as follow up with Councilwoman Mosley regarding next steps for pursuing a public survey. Rick Freeman will explore how other boards and commissions conduct public engagement, while all board members are encouraged to consider a meeting with the City Manager.

What does this mean for you? The Noise Advisory Board is actively working to address noise concerns in Asheville, demonstrating a commitment to improving the quality of life for residents. Their current focus on gathering community input through a potential public survey, along with addressing specific issues like construction noise and loud vehicles, reflects their dedication to advocating for improvements to the city's noise ordinance. While progress may be gradual, residents can expect continued efforts from the Board to address these concerns and seek solutions that benefit the community.
