Design Review Committee Meeting Recap – May 16, 2024

The Design Review Committee convened on May 16, 2024, to evaluate development projects within designated areas of the city: Downtown, the Riverfront, and the Hotel Overlay District. This meeting primarily focused on a significant new project – the True by Hilton hotel planned for 375 Long Shoals Road, but also included discussions regarding other ongoing projects. The committee's decisions will directly impact the visual character and pedestrian experience of these areas, shaping how our city develops.

The core of the meeting centered on the proposed True by Hilton hotel, a six-story, 80-room structure. Committee members engaged in detailed discussions regarding the building's design and materials, ensuring it aligns with the established guidelines for the Hotel Overlay District. A key point of debate revolved around the proposed use of Engineered Film System (EFIS) on parts of the building, with members advocating for higher-quality materials like brick or stone to better complement the surrounding Biltmore Park area and avoid a generic, “prototypical” hotel aesthetic. Beyond aesthetics, the committee also explored practical considerations like integrating street trees within a wider sidewalk required by city regulations and ensuring effective stormwater management. Concerns were raised about pedestrian access, prompting suggestions to enhance the experience for those walking or driving to and from the hotel.

Following extensive discussion, the committee voted to recommend approval of the True by Hilton project. However, this recommendation is contingent upon several revisions requested from the applicant (BCA Hotels and Cage Civil Engineering). These include replacing the proposed yellow EFIS material at the front entrance with a more substantial alternative like stone or metal panel, utilizing brown or beige brick for the first floor, extending a canopy brow along Long Shoals Road, and incorporating larger tree specimens and plant material. The applicant was also directed to explore innovative stormwater management solutions within the parking areas, demonstrating a commitment to sustainable development practices. The committee also continued formal design reviews for projects at 179 & 144 Riverside Drive and Thompson at Biltmore Level 2, postponing those decisions until the June 20th meeting.

Notably, there were no public comments received prior to or during the meeting, highlighting a potential opportunity for increased community engagement in future design review processes. The committee’s deliberations underscored their commitment to balancing corporate branding with the unique architectural character of our city, emphasizing a desire for developments that enhance rather than detract from the existing landscape.

Looking ahead, several action items are underway. The applicant is tasked with implementing the aforementioned revisions and submitting updated plans for review. The landscape architect will further refine tree selection, planting material in parking islands, and stormwater management strategies. City staff will continue to collaborate with the applicant to ensure all requirements are met.
