Design Review Committee Meeting Recap – April 18, 2024
The City’s Design Review Committee (DRC) convened on April 18, 2024, to evaluate proposed development projects within designated design review areas including downtown, the riverfront, and hotel overlay districts. The meeting focused on two primary projects: a significant amendment to the Riverside Residences development and a review of Duke Energy’s proposed temporary substation. This recap aims to provide citizens with a clear understanding of the discussions, decisions, and next steps resulting from this meeting.
A significant portion of the meeting centered on the Riverside Residences project, located at 179 & 144 Riverside Drive. The developer is seeking an amendment to the conditional zoning approval granted in 2021, reflecting substantial changes to the site layout and building design. The revised plan proposes a seven-story building with 240 residential units, replacing the previously approved design that included commercial space. A key new feature is a plaza at the southwest corner intended as an entry point for residents. Committee members engaged in detailed discussions regarding the design's adherence to Design Review guidelines, particularly concerning visual connections through the building. While acknowledging improvements like the proposed plaza, concerns were raised about whether it truly provides a welcoming public space and if the brick design adequately reflects the character of the River Arts District. The committee ultimately did not vote on the project, requesting revised plans from the applicant that address these concerns and explore more creative design elements, with a potential return to the committee in May.
The second major item on the agenda was a review of Duke Energy’s proposal for a temporary, air-insulated substation at 375 Long Shoals Road. This facility is needed to support the downtown grid while a permanent substation is being constructed, and would remain in place for approximately two years. The committee discussed the proposed fencing around the site, expressing a preference for a printed screen or artwork instead of plain chain-link. Recognizing the temporary nature of the facility, they agreed against permanent landscaping. Committee members encouraged Duke Energy to consider ways to improve the substation’s appearance, particularly at the corner of Long Shoals and Clingman. The committee did not object to the project, allowing Duke Energy to proceed with a formal submission.
Beyond these primary reviews, the meeting began with approval of the minutes from the March 2024 meeting. A quorum was present, ensuring that any future votes would be valid. The DRC encourages citizen participation in the design review process and reminds residents that meeting minutes and recordings will be available on the City’s website, providing a valuable resource for staying informed about development projects impacting their community.
