Homeless Initiative Advisory Committee Meeting Recap – April 11, 2024

On April 11, 2024, the Homeless Initiative Advisory Committee (HIAC) convened to discuss ongoing initiatives and prepare for a significant shift in the city's approach to addressing homelessness. While not all committee members were present, the meeting proceeded with valuable discussions and updates before the HIAC transitions its responsibilities to a newly formed Continuum of Care (COC) governing board. A central theme throughout the meeting was fostering collaboration and transparency, with the committee highlighting “Build Trust Through Unity, Collaboration, and Justice” as their community value focus for the month. Peter from Helping At-Risk Kids (HARK) presented a promising opportunity to secure grant funding specifically for youth experiencing or at risk of homelessness. HARK will act as a conduit, connecting organizations like Elida Homes, VRQ, McKinney Vento programs, and local schools with vital financial support. Currently, HARK is seeing a high demand for these funds (4-5 requests monthly), highlighting the urgent need.

The committee also received a review of the 2023 System Performance Measures, which evaluate the effectiveness of local homeless services. While some progress was noted – a reduction in time spent in emergency shelters and a slight decrease in returns to homelessness – other areas, such as employment and income growth for individuals experiencing homelessness, showed declines. Charles from the Homeless Strategy Division emphasized the importance of localizing these measures to better reflect and address specific community needs. Finally, updates were provided on the Ramada project, a potential permanent supportive housing development, with ongoing discussions focused on securing funding and identifying an agency to manage the property.

While no formal votes were taken due to the absence of a full quorum, several important action items and next steps emerged. A small work group will be formed to explore options for compensating HIAC members with lived experience of homelessness, aiming to ensure equitable recognition and participation. The HIAC will also prepare a comprehensive report summarizing its accomplishments and priorities for the new COC board, ensuring a smooth transition. A special meeting may be scheduled to discuss and potentially recommend action on the Ramada project if a firm proposal emerges. Most significantly, COC membership will vote on a slate of candidates for the new board on April 25th – a crucial step in establishing the future governance structure for addressing homelessness.

Public input was provided by Sarah Dursen from Alayda Homes, who detailed the challenges and successes of supporting youth exiting foster care. Her insights highlighted the complexities of funding sources and the need for bridge housing solutions, adding valuable context to the ongoing discussions. Overall, this meeting demonstrated a continued commitment from the HIAC to addressing homelessness in our community through data-driven decision-making, collaboration, and a focus on supporting vulnerable populations. The transition to the new COC board marks a significant shift in how our city will approach this complex issue, and residents are encouraged to follow the COC board selection process on April 25th.
