Morganton Planning & Zoning Meeting Recap – March 13, 2025
The Morganton Planning and Zoning Commission convened on March 13, 2025, to discuss several key development proposals and refine existing zoning regulations. This meeting, attended by the full commission, focused on aligning current practices with the city's recently adopted Comprehensive Plan and addressing community needs. The meeting began with administrative matters, including the approval of prior meeting minutes and an update from City Council regarding a rezoning decision on Mid with Mobile Home Overlay at 0 Eula Street and Kirksey Smoke Rise Drive. No conflicts of interest were disclosed by any commission members.
A significant portion of the meeting centered on two rezoning proposals. First, a request from Eric and Christie Carswell to rezone their property at 810 West Fleming Drive from a Medium Intensity District Corridor Overlay (MID-CO) to a High Intensity District Corridor Overlay (HID-CO) was considered. The proposal aims to allow for larger retail spaces and outdoor sales, aligning with the Comprehensive Plan’s designation of the area for mixed-use development. While concerns were raised about potential impacts on the adjacent historical property, Creekside, and its original zoning, applicant Christie Carswell addressed concerns about potential issues with homeless activity on the property. Following a unanimous vote, the commission recommended that City Council support this rezoning application. Secondly, the commission addressed a proposal to annex properties located at Zero Enola Road and 757 Britain Road (currently within the city’s Extra Territorial Jurisdiction, or ETJ) and apply a Medium Intensity District (MID) zoning. This move would bring the properties under city regulations, consistent with the Comprehensive Plan’s vision for mixed-density residential neighborhoods. Discussions focused on potential challenges related to septic systems and access to sewer lines, ultimately leading to a unanimous recommendation of support for annexation and MID zoning.
Beyond these major rezoning decisions, the commission also approved several minor text amendments to the city's zoning ordinance. These updates include clarifying minimum lot size calculations for infill development, adjusting wall signage clearance height to comply with ADA standards, and revising regulations regarding temporary Recreational Vehicle (RV) use for emergency housing. A notable discussion arose concerning the RV regulation, with commissioners emphasizing the need to ensure that temporary RV housing is reserved for residents displaced by damage to their primary dwelling, rather than renters. An amendment related to non-residential zones was removed from consideration due to potential legal complications stemming from a recent state law.
The commission’s deliberations underscored the importance of aligning zoning decisions with the city's Comprehensive Plan and balancing property owner rights with community concerns. The approved text amendments demonstrate a commitment to ensuring development is accessible and addresses evolving needs, such as providing temporary housing solutions during emergencies. Residents can expect these recommendations to be presented to the City Council at their April 7th, 2025 meeting. The approved text amendments will also be forwarded to the City Council for final approval. Staff will continue refining language related to RV regulations, particularly regarding occupancy and waste disposal. The next Planning & Zoning Commission meeting is scheduled for April 10th at 5:15 PM.
