A minor adjustment was also made to the city's Extra Territorial Jurisdiction (ETJ) boundary, removing a small parcel of land. Finally, the council approved a contract with Avion Incorporated to upgrade the city’s GIS network for mapping its electric distribution system, an investment that will improve efficiency and reliability.

Beyond these key decisions, the council approved a $10,525.35 grant from the Molded Fiberglass Foundation to support expanding public safety services with Swift Water Rescue equipment, and recognized the city’s electric department for their outstanding safety record – achieving zero lost workday cases due to injury. The council also approved a budget amendment accepting $1.3 million in insurance reimbursement for damage to the water treatment plant generator, paving the way for its replacement.

Looking ahead, several action items were identified. The Police Department will launch an educational campaign to inform residents about the new speed limits and four-way stop. The city will also move forward with a lead service line inventory and replacement program, pending approval from the Local Government Commission. Most importantly, city staff will begin implementing action steps outlined in the newly adopted "Imagine Morganton 2040" Comprehensive Plan, starting with a review of current zoning ordinances. The council adjourned into closed session to discuss personnel matters.
