Morganton City Council Recap: June 3, 2024 – Investing in Infrastructure and Recognizing Community Contributions

The Morganton City Council convened on June 3, 2024, for a productive meeting focused on the city's financial future, recognizing community service, and addressing key zoning matters. The meeting began with the traditional Pledge of Allegiance and an invocation provided in lieu of Reverend Gutierrez’s absence. The Council took time to acknowledge the dedication of long-time city employees, presenting service pins to Bart Chapman and Eric Miller for 25 years of service each, and formally recognizing the retirement of paralegal Carolyn R. Richardson after 26 years and six months with the city, a testament to her commitment. The Council also expressed gratitude to Granite Falls and Maiden for their support during recent storm-related electrical issues.

A significant portion of the meeting centered on the proposed budget for Fiscal Year 2024-2025, presented by City Manager Sally Sandy. The proposed $93.7 million budget includes substantial capital improvements, notably a new public safety station and an aerial fire truck. Importantly, the budget proposes no rate increase for electric customers while committing to a study assessing future needs. Water and sewer rates will see a 2% increase, effective August 1st. A key element of the budget leverages $5.6 million in one-time credit from the power agency, strategically allocated to infrastructure improvements including vital tree trimming. The Council unanimously approved the budget along with a consent agenda that included approvals for key administrative appointments and budget amendments. Further, the Council approved the Community Development Block Grant (CDBG) Entitlement Program Action Plan, which will support small business loans, public facility improvements and grants to local non-profits.

Beyond financial matters, the Council addressed several zoning and land use decisions. A rezoning request for 107 Micah Avenue was approved, aligning the property with surrounding land use. The preliminary plat for the Carriage Park Subdivision also received approval, including a modification to accommodate a longer cul-de-sac. A public hearing is scheduled for June 17th to discuss an economic development agreement related to this subdivision, providing residents an opportunity to voice their opinions. The Council also made numerous appointments to various boards and commissions, ensuring citizen involvement in key advisory roles across the city.

The meeting included several recognitions of community initiatives, including proclamations designating July as Parks and Recreation Month and June 19th as Juneteenth Day. Speakers from the Burke County NAACP and Brighter House Psychosocial Rehabilitation shared information about upcoming Juneteenth events, while the Council formally recognized the launch of Brighter House’s mental wellness support program for adults. Residents are encouraged to attend Juneteenth celebrations on June 15th and 19th, as well as take advantage of ongoing community events like the Farmer’s Market and TGF Free Summer Concert Series.

Looking ahead, residents are invited to attend a public hearing on June 17th at 6:00 PM in City Hall Council Chambers to provide input on the proposed budget and economic development incentives. The Charlotte Water Corporation meeting regarding an interbasin transfer is scheduled for July 15th at Comet. With a focus on strategic investments, community recognition, and citizen engagement, the June 3rd City Council meeting laid a foundation for a thriving Morganton.
