City of Morganton Planning and Zoning Meeting Recap – May 9, 2024
On May 9, 2024, the City of Morganton Planning and Zoning Commission convened to discuss several key development proposals impacting our community. The meeting, attended by the full commission and city staff, focused on major subdivision plans, rezoning requests, annexation considerations, and minor regulatory adjustments. All decisions made by the Planning and Zoning Commission are recommendations to the City Council, which ultimately holds final authority.
A significant portion of the meeting centered around a proposed major subdivision at Zero Rockyford Street/Shore Drive. A developer is seeking to divide approximately 20 acres into seven lots, dedicating a new road – Shore Drive – to the city. Following discussion regarding a proposed cul-de-sac design that exceeded standard length requirements due to topographical constraints, the Commission unanimously voted to recommend City Council approve the subdivision with a modification allowing for this longer cul-de-sac. Staff highlighted that fire hydrants would be placed along the road, and the fire department confirmed their approval of the turnaround design for emergency vehicle access. Future discussions will be needed regarding potential access points from Rocky Ford Street, requiring agreements with neighboring property owners.
The Commission also addressed a rezoning request for a vacant corner lot at the intersection of Brookside Lane and Center Street (zero Brookside Lane). The proposal seeks to rezone the property from a Low Intensity District (LID) to a Medium Intensity District (MID), opening up possibilities for both residential and limited commercial development. After considering potential impacts on neighboring properties, including a public comment regarding past flooding concerns (addressed by staff assurances about erosion and sediment control plans for any future development), the Commission voted to recommend City Council approve the rezoning. This decision aligns with the city's comprehensive plan and surrounding zoning designations, potentially broadening development options in that area.
Finally, the Commission considered a request from Shelby Road Properties to annex a portion of property located at 107 Micah Avenue into the City of Morganton. Staff recommended zoning the annexed area as MID, consistent with surrounding properties and the comprehensive plan. A citizen raised concerns about potential traffic impacts and driveway access, which staff addressed by outlining the city’s oversight of development plans. The Commission agreed and voted to recommend that City Council zone the annexed portion as MID, paving the way for integration into city limits.
Beyond these major items, the Commission approved minor text amendments to clarify existing zoning regulations. These included adjustments to landscaping requirements around utility infrastructure and modifications to parking lot landscaping rules, ensuring tree planting is required even when utilizing performance standards.
Looking Ahead: The annexation proposal at 107 Micah Avenue will be considered by the City Council on June 3, 2024. Additionally, several Planning and Zoning Commission member terms are expiring at the end of May, and applications for reappointment are currently being accepted.
