City Council Recap: April 1, 2024 – Recognizing Achievements and Investing in Morganton's Future

The Morganton City Council convened on April 1, 2024, for a productive meeting focused on recognizing local heroes and approving key initiatives to enhance the city's infrastructure, safety, and economic vitality. The meeting was presided over by Mayor Pro Tem Windy Kato following the Pledge of Allegiance and an invocation from the City Attorney. A full complement of Council members were in attendance, alongside city staff and interested residents.

A significant portion of the meeting was dedicated to recognizing outstanding contributions within the community. Investigator Hannah Lale from the Morganton Police Department received the prestigious LEAF (Law Enforcement Assistance Foundation) Officer of the Year award for 2023, lauded for her impactful work in traffic enforcement, drug interdiction, and overall crime reduction. The Council also celebrated Julia Mode as the 2023 North Carolina Main Street Champion, acknowledging her tireless dedication to revitalizing downtown Morganton through active participation in various boards and commissions. Mode expressed heartfelt gratitude for the recognition, emphasizing her commitment to Morganton's continued growth and vibrancy.

Beyond recognizing individual achievements, the Council took concrete steps to improve Morganton's quality of life. They unanimously approved several proclamations, including designating May 13th as North Carolina Line Workers Appreciation Day and April as Community Appearance Month, encouraging residents to participate in the "Eradicating Litter" campaign. A crucial resolution was also passed authorizing the city to apply for an $850,000 grant from the North Carolina Department of Commerce's Rural Downtown Economic Development Grant fund. This funding, if secured, would directly support streetscape improvements on North Green Street, complementing ongoing revitalization efforts.

The Council also addressed several operational matters through the consent agenda, approving minutes from previous meetings, tax releases, and a Memorandum of Understanding with the North Carolina School for the Deaf. A significant decision involved approving contracts to address infrastructure improvements in the Hardware Alley area, awarding D.H. Griffin Wrecking Company the fencing and demolition work ($125,315) and Chad Sigmund Construction LLC the sewer/stormwater upgrades ($35,624). Recognizing the growing importance of digital security, the Council approved a one-year contract with JSCM Group for cybersecurity management services ($89,559), bolstering the city's defenses against evolving cyber threats.

Looking ahead, residents are invited to participate in several upcoming community events. "Coffee with a Cop" will be held on April 10th, followed by a series of Art Crawls throughout the spring and summer. A Bike Rodeo is planned for April 20th, and residents are encouraged to attend the Imagine-Morganton 2040 workshops on April 10th and 11th to help shape the city's future vision. A Pop-up Spring Farmer’s Market will kick off on April 6th, and the Basket Case Spring Chase Scavenger Hunt is scheduled for May 4th. The Performing Arts Center will also host a variety of events throughout April, including performances by Le Ballet and Alfreda Sings Aretha.

Following the meeting, city staff will move forward with the Rural Downtown Economic Development Grant application, while D.H. Griffin Wrecking Company and Chad Sigmund Construction LLC are expected to commence work on the Hardware Alley projects soon. JSCM Group will also begin providing cybersecurity management services under their new contract. The Council meeting concluded without any public comments or votes outside of those detailed above, demonstrating a focused and efficient use of time dedicated to addressing key priorities for the Morganton community.
