HCCBG Advisory Committee Meeting Recap – March 25, 2026
The Buncombe County Home and Community Care Block Grant (HCCBG) Advisory Committee convened on March 25, 2026, to discuss critical funding decisions and review grant applications impacting services for older adults in our community. The meeting, attended by committee members and relevant staff, centered on ensuring the effective allocation of resources to address evolving needs within Buncombe County's aging population. This recap summarizes the key discussions, decisions, and next steps resulting from this important meeting.
A significant portion of the discussion revolved around adjustments needed to Buncombe County’s supplemental aging funds, driven by increased demand and challenges within existing programs. After careful consideration of financial projections, the committee voted to increase the target allocation for these funds from $375,000 to $425,000. This adjustment acknowledges the growing need for support and allows for greater flexibility in addressing immediate requirements. The committee also addressed concerns regarding the utilization of transportation and adult day funding by Mountain Asian Partners, specifically noting a potential reimbursement issue between their use of Mountain Mobility (medical transportation) and the current unit of service system.
Beyond immediate funding adjustments, the committee undertook a thorough review of 36 grant applications, including several from new organizations. A key debate arose regarding the high funding requests from some for-profit entities and whether these aligned with the committee's mission of supporting grassroots organizations. Committee members emphasized the importance of fiscal stewardship and carefully evaluating all applicants to ensure funds are used effectively to benefit those most in need. The overarching theme throughout the grant application review was a desire to balance supporting established programs while also fostering innovation and exploring new approaches to serving older adults.
There were no direct public comments received during the meeting, but the committee acknowledged the need to advocate for increased funding and highlighted their efforts in supporting aging services. Leanne Tucker from the Regional Aging Advisory Council offered encouraging news regarding potential increases to Block Grant funding, with final numbers expected in the coming weeks.
Several action items were assigned to ensure a smooth transition and continued progress. Allison will analyze March invoices for all BCSAF programs to estimate funding needs, while Billy will continue monitoring the funding requirements of Mountain Asian Partners and Blue Ridge Pride. Brianna is tasked with analyzing financial data to determine the exact amount of funds that can be reallocated. Committee members are expected to submit their grant application recommendations to Suzanne by April 18th, and she will subsequently advocate for funding with the County Commissioners. Finally, Suzanne will resend grant application information in alphabetical order to facilitate easier review for all members.
The HCCBG Advisory Committee’s meeting demonstrated a commitment to responsible financial management and supporting vital services for older adults in Buncombe County. The decisions made, particularly the increased allocation of supplemental aging funds, will directly impact the availability and quality of care for many residents. The committee’s ongoing review of grant applications will shape the landscape of aging services in our community, ensuring that funding is directed towards programs that best meet the evolving needs of our aging population.
