Black Mountain Town Council Meeting Recap – July 8, 2024
The Black Mountain Town Council convened on July 8th, 2024, for a regular meeting focused on a range of community priorities. The session began with a patriotic opening, including the Pledge of Allegiance and a moment to reflect on the significance of July 4th. The meeting was attended by all council members, and no conflicts of interest were declared. This recap summarizes the key discussions, decisions, and actions taken during the meeting, providing residents with a clear understanding of how their local government is working.
A significant portion of the meeting was dedicated to recognizing and supporting community initiatives. The Council unanimously approved a proclamation celebrating July as Parks and Recreation Month, acknowledging the vital role Black Mountain’s parks and recreation facilities play in promoting community well-being. They also highlighted recent successes, such as the addition of four new pickleball courts thanks to a public-private partnership. Beyond recognizing existing assets, the Council approved an agreement with Wellspring Direct Primary Care to share parking spaces behind Public Safety after hours and on weekends, a step towards addressing downtown parking challenges. Staff is exploring similar agreements with other businesses to potentially add 125-200 spaces, and the possibility of utilizing a town-owned parcel near the ABC store for additional parking was suggested as a longer-term solution.
Beyond these immediate solutions, the Council addressed several appointments to key advisory boards and commissions. Sharon Haver was reappointed to the ABC Board, while Julie White and Mary Neal were appointed to fill vacancies on the Active Mobility Commission. Several other appointments filled vacancies on the Board of Adjustments, Historic Preservation Commission, and Recreation Commission, ensuring these vital boards have full representation to advise the town on important matters. The Council also heard updates on ongoing projects, including a postponement of the Blue Ridge Road Interchange project to Fall 2026. A concerning topic raised was employee conduct, with the Mayor emphasizing that inappropriate interactions will not be tolerated, and staff will investigate accordingly.
The meeting also included a discussion on citizen concerns raised regarding parking at the Senior Center and grass maintenance in Veterans Park. The Council approved a grant project ordinance and budget amendment for the Hemphill Property, as well as a capital project ordinance and budget amendment for Cragmont Park renovation. Finally, the council approved funding and a plan for the Ninth Street Bridge replacement project.
Looking Ahead: The Town Council will continue to explore options for expanding downtown parking, including pursuing shared agreements and evaluating the feasibility of developing town-owned land. Staff will also address concerns regarding employee conduct, ensuring a respectful and professional work environment for all town employees.
