The Morganton City Council convened on April 6, 2026, for a productive meeting focused on community recognition, ongoing projects, and aligning city programs with current needs. The council approved an amended development agreement for the 400 Meeting Street property, which will now include 81 residential units (65 rental and 16 townhomes), expected to be completed by the end of 2026. Recognizing shifting market conditions, revisions were also approved for both the Single-Family Housing Stimulus Program and the CDBG Entitlement Small Business Loan Program. The revised housing program now includes rental properties, while both programs have adjusted job creation requirements to align with current federal guidelines. A major infrastructure project received unanimous approval: a $2,929,329.90 contract with V. Stewart McKee General Contractors to replace the maintenance buildings at Catawba Meadows Park with a consolidated facility. This project is supported by $4.5 million in FEMA funding, allowing the city to reallocate remaining funds for additional park improvements.
Beyond these major decisions, the council approved a series of consent agenda items including appointments to various boards and commissions (Randy Smith to the Catawba Watery Water Management Group, Tom McKee to the North Carolina Municipal Power Agency Board), an audit contract with Thompson Price Scott Adams and Company, and several ordinances related to public safety and city standards. A notable discussion centered on the ongoing software transition, with Finance Officer Jessie Parrish providing an update. While challenges remain, she assured the council that the new online portal is nearing completion and will significantly improve billing and customer service in the coming weeks.
The meeting concluded with a moment of remembrance for Steve Gregory, a long-time member of the local ABC board, where council members expressed condolences and gratitude for his service. Looking ahead, city staff will continue finalizing the software transition, pursuing FEMA disaster recovery projects and funding opportunities, and implementing the revised housing and small business loan program guidelines. Construction on the Catawba Meadows Park Maintenance Building is expected to commence soon, marking a significant step forward for community recreation.
