Burke County Board of Commissioners Pre-Agenda Meeting Recap – April 6, 2026
On April 6, 2026, the Burke County Board of Commissioners held a Pre-Agenda meeting to prepare for their regular meeting scheduled for April 8th. This session focused on reviewing potential agenda items, approving routine matters, and receiving important updates from county departments. The meeting began with a moment of remembrance for Mr. Waits Gordon, a respected community member known for his contributions to the Burke County History Museum, America 250 anniversary planning, and service as a Marine Corps veteran.
A significant portion of the meeting was dedicated to approving consent agenda items, which were approved unanimously without individual discussion. These included recognizing individuals like Janie Estrada (NCSSM Assistant Director) and EMS Life, as well as proclamations designating April as Child Abuse Prevention Month and May 7th as National Day of Prayer. The Board also approved several key appointments, including replacements on the Transportation Coordinating Committee and Council on Aging, and formally established a revitalized Burke County Veterans Services Board with accompanying bylaws. This new board aims to enhance engagement with veterans and provide more strategic support, a point emphasized by the County Manager as an important step forward. Finally, numerous budget amendments were approved to address hurricane disaster recovery funds, sewer flow meter projects, detention facility finances, and support for various Department of Social Services programs. One item pending further review was the approval of property surplus sales, as initial bids did not meet reserve requirements.
Beyond routine approvals, the meeting featured several presentations and discussions. Amy Kincaid highlighted the importance of Child Abuse Prevention Month, emphasizing advocacy for children across Burke, Caldwell, and Catawba counties. James Robinson recognized the vital work of EMS, particularly in light of recent events. A minor zoning text amendment was discussed to clarify the Board of Adjustment’s duties, codifying existing practices. The most substantial presentation came from Corey Fisher and the Department of Social Services team, who delivered their annual report for 2025. The report detailed significant changes stemming from statewide transitions like the Healthy Blue Medicaid program and PATH-NC data system, resulting in increased application volumes for various assistance programs (Medicaid, SNAP, TANF, childcare subsidies) and a rise in Child Protective Services caseloads. Despite these challenges, the DSS team highlighted positive trends in child support collection rates and their ongoing commitment to Adult Protective Services.
Looking ahead, the Board will review applications for a vacant seat on the America 250 committee. The Interlocal Development Agreement (Valdes) will be revisited in two weeks for a more detailed presentation and discussion. Finally, the Board is expected to consider approving a multi-year contract with Garrett Moore for environmental and exploratory engineering services at the landfill. This Pre-Agenda meeting provided a crucial overview of upcoming decisions impacting Burke County residents, from supporting veterans and addressing social service needs to managing county finances and planning for future development.
