Recap of the Planning, Economic Development & Environment Committee Meeting – June 16, 2026

On June 16, 2026, the Planning, Economic Development & Environment (PEDEC) Committee held a virtual meeting to discuss several key issues impacting Asheville and Buncombe County. This recap summarizes the main topics, decisions made, and what residents can expect moving forward.

A Focus on Arts Recovery & Economic Support: A significant portion of the meeting centered around supporting our local economy, particularly within the arts community. The committee received a presentation on the Asheville-Buncombe Arts Recovery Framework, a collaborative plan designed to strengthen and build resilience within our local arts sector following recent challenges. This framework identifies seven key areas for improvement, from supporting artists’ districts to expanding public art initiatives. The committee was pleased with the framework's focus on aligning existing resources rather than creating entirely new programs. Alongside this, updates were provided on the Asheville Recovers Together Small Business Grants Program and the Optimist Ventures Disaster Recovery Accelerator, both aimed at helping businesses impacted by Tropical Storm Helene. These programs offer grants and technical assistance to small business owners, with a focus on recovery and future growth. A remarkable 40+ applications were submitted within the first 24 hours, demonstrating a strong need for support.

A Pause on Data Center Development: In a significant decision, the committee unanimously recommended that City Council adopt a one-year moratorium (pause) on approving new data center developments within the city limits. Currently, Asheville lacks specific zoning regulations to address these facilities, which can strain our infrastructure (water and electricity) and potentially impact neighboring properties. This moratorium will allow the city to conduct a study, define "data center" within our zoning ordinances, and develop policies to manage their potential impacts. This is a proactive step to ensure responsible development that protects our community and resources.

Community Voices Heard: Several residents shared their thoughts during the public comment period. Kim Roney inquired about inclusivity within the Arts Recovery Framework, receiving confirmation that Asheville Music Professionals are involved. A community member expressed a desire to unite the arts and sports communities, offering support for ArtsAVL’s efforts. Speakers also voiced concerns about the proposed transfer of the Sustainability Department to the Office of Recovery and Resilience, emphasizing the need for continued focus on environmental sustainability.

What Happens Next? Key Action Items:

  • Arts Recovery Framework Finalization: ArtsAVL will finalize the Asheville-Buncombe Arts Recovery Framework in July, incorporating community feedback.
  • Grant Application Processing: Mountain BizWorks, ArtsAVL, and Eagle Market Streets are actively processing applications for the Asheville Recovers Together Small Business Grants Program.
  • Data Center Moratorium: The proposed moratorium will be presented for a public hearing at next week’s City Council meeting.
  • Sustainability Department Briefing: The committee requested a briefing outlining the changes resulting from the Sustainability Department's move.
  • City Council Review: City Council will consider and vote on the data center moratorium next week.

Why This Matters to You: The decisions made at this meeting directly impact the vitality of our local economy, the strength of our arts community, and the responsible development of our city. The focus on supporting small businesses and pausing data center approvals demonstrates a commitment to building a resilient and thriving Asheville for all residents.
