Buncombe County Affordable Housing Subcommittee Meeting Recap – April 21, 2026

Following this, staff provided an update on the county's progress toward its broader affordable housing goals, including efforts to reach “functional zero” homelessness and achieve specific objectives by 2030. The presentation highlighted successes, noting that the county has exceeded targets in supporting low-tax credit projects.

The core of the meeting revolved around reviewing and prioritizing applications for AHSP funding, a challenging task given limited resources. After considerable debate, the subcommittee approved a total funding slate of $2,216,750, with a small remainder of $95 going unallocated. Notably, the subcommittee strongly supported the Cox Avenue project and chose not to recommend funding for the Ferry Road project at this time. In a significant shift, they also voted to allocate an additional $45,000 to the Council on Aging for senior home repairs and $50,000 to Energy Savers Network for emergency housing repairs.

Several applicants, including representatives from the Asheville-Buncombe Community Land Trust, utilized the public comment period to advocate for their projects. One resident raised concerns about the fairness of the application process, suggesting a potential separation of funding streams for new construction projects versus those supporting existing programs – an idea echoed by one subcommittee member who believes this could lead to more targeted support in future funding cycles. Staff consistently emphasized that not receiving a recommendation wasn’t a reflection on application quality, but rather a consequence of constrained funding.

Looking ahead, the next steps involve County staff issuing conditional award letters to approved applicants, if necessary. These recommendations will then be presented to the full Board of Commissioners for final approval. Staff anticipates contracts with approved projects can begin as early as July 1st, pending that Board approval. Finally, staff will update the AHSP allocation spreadsheet to reflect these decisions and commitments.
