Woodfin Planning Board of Adjustment Meeting Recap – May 5, 2026

On May 5, 2026, the Woodfin Planning Board of Adjustment convened to address several key land use and development matters impacting our community. This meeting, focused solely on the PBOA's deliberations (and distinct from other Woodfin boards or commissions), resulted in several significant decisions that will shape the future of our town.

A major focus of the meeting was a proposed change to zoning regulations concerning Accessory Dwelling Units (ADUs). Currently, ADUs are not permitted on commercial properties within the Community Shopping district. The Board approved a text amendment that would allow these smaller dwellings on commercial lots, potentially providing housing options for business owners or their employees. This decision is a step towards exploring innovative approaches to housing within Woodfin, but it comes with a condition: further research will be conducted regarding restrictions on ADU usage. This amendment now moves forward to the Town Council for their consideration, meaning residents will have further opportunities to engage in this process.

The Board also considered a rezoning request for the property at 999 Weaverville Road, which currently houses a manufactured home community. The owners requested rezoning from R10 (Residential) to MHC (Manufactured Home Community) to align the zoning with the property's existing use. Following a discussion emphasizing the importance of preserving naturally occurring affordable housing options within Woodfin, the Board unanimously approved the rezoning request. However, this approval is contingent on the owners recombining the two parcels that comprise the property – a necessary step to finalize the zoning change.

Finally, the Board addressed a variance request from property owners at 127 Jonestown Road. Seeking permission to reduce the required front setback for a proposed workshop/studio, the owners faced concerns from a neighboring resident regarding mobile home park upkeep and potential impact on property values. After considering the unique topography of the property, sewer easement limitations, and the desire to improve their business, the Board approved the variance. This approval is subject to several conditions, including recombining parcels, limiting the structure to 450 square feet and a single story, removing an existing smaller metal structure if the new one is built, and installing evergreen shrubs to buffer the neighboring property.

During the public comment period, Terry Hoffman, a resident of Jonestown Road, voiced concerns about the maintenance and appearance of mobile home parks and their potential impact on property values. This highlighted a broader community concern about ensuring responsible land use practices within Woodfin.

Looking ahead, several action items are underway. The ADU text amendment will be reviewed by the Town Council. Owners of 999 Weaverville Road must initiate the parcel recombination process, and those at 127 Jonestown Road will need to comply with the conditions outlined in their approved variance. Town staff will also continue monitoring existing mobile home parks and addressing any code compliance issues, responding directly to concerns raised by residents like Ms. Hoffman. These decisions reflect the Board’s commitment to balancing development with preserving existing community assets and ensuring responsible land use practices for all Woodfin residents.
