Town Council Workshop Recap: Budget Discussions & Future Directions – May 11, 2026

On May 11, 2026, the Town Council held a workshop focused primarily on reviewing and discussing proposed updates to the town’s budget. This meeting, attended by all council members, aimed to address ongoing financial challenges and explore potential changes impacting residents. While no formal votes were taken during this workshop, the discussions laid the groundwork for future decisions that will significantly affect town services and finances.

A major portion of the meeting centered on navigating the complexities of the current budget process, complicated by Senate Bill 889. This legislation prevents counties from utilizing reappraisal numbers, forcing the town to prepare multiple budget scenarios – one based on current rates and another reflecting potential changes. Town staff presented data illustrating the growth in sales tax revenue over recent years (from $915,000 in 2020 to $1.375 million in 2025), providing context for the ongoing discussions.

Beyond the broader budget, a significant debate arose regarding fire services and the evolving relationship with the county. The town is facing increased costs under a new cost-sharing model, including unexpected invoices related to Police Community Fire (PCF) and County Disaster Emergency (CDE) services. Council members discussed the need to ensure competitive salaries for firefighters, particularly as neighboring departments offer overtime pay after 40 hours. The possibility of aligning town firefighter salaries with those rates, potentially with county contribution support, was a key point of discussion. The council also considered proposals to improve employee benefits overall, including increasing annual leave from two weeks to three and implementing a 2% contribution to the 401k plan with matching funds.

The council also received updates on several other important initiatives. They approved a request to Thermo Fisher Scientific for the donation of 33 acres, paving the way for potential development of a regional museum. Discussions also touched on capital improvements like security upgrades to the police range, playground equipment, and exploring FEMA funding opportunities. Finally, an update was provided on the Western Economic Development Alliance Committee (WEDAC).

Residents had a chance to share their thoughts during the public comment period. Darla Letourneau emphasized the importance of a long-term perspective when making budget decisions and urged the council to communicate future investments clearly to residents. Al Root, with a touch of humor, briefly acknowledged the public record.

What's Next?

Several key action items emerged from this workshop, impacting residents directly:

  • Budget Decisions Ahead: The Council will review a final budget proposal incorporating all discussed changes, including potential tax rate adjustments and fund balance allocations. This will be voted on at a future meeting – stay tuned for announcements regarding that date.
  • Fire Service Review: Staff will continue negotiations with Epsilon, the current IT services provider, to address a significant price increase and explore alternative options. Simultaneously, discussions with the county will continue regarding cost-sharing for fire services and ensuring pay parity for our valued firefighters.
  • Museum Development: Staff will continue pursuing the Thermo Fisher Scientific land donation, a promising step towards creating a regional museum.
  • Community Event: The town will host a community event with Advent Health on May 18th.

This workshop highlighted the challenges and opportunities facing our town as we navigate budget adjustments and plan for the future. The Council's ongoing discussions demonstrate their commitment to responsible financial management while ensuring our town continues to provide essential services and invest in community improvements. Residents are encouraged to stay informed as the budget process progresses, with further updates to be provided in the coming weeks.
