School Capital Fund Commission Meeting Recap: May 28, 2026

On May 28, 2026, the School Capital Fund Commission convened to discuss and adjust planned funding projects for our schools. The meeting, which occurred with relatively short notice, centered on two primary areas: adjustments to the list of 57 proposed funding projects and a significant decision regarding future bond issuance. Commissioners, staff from City Schools, and representatives from Bauckham County Schools were in attendance.

The most significant decision of the meeting was a postponement of the planned $130 million bond issuance originally slated for 2026. Commissioners agreed that the current economic climate presents an unfavorable time to proceed, opting instead to revisit this opportunity in 2028. This delay provides valuable time for both City Schools and Bauckham County Schools to complete ongoing studies – a comprehensive study of City Schools' needs and a capacity study with North Carolina State University for Bauckham County – which will inform future funding decisions and ensure resources are strategically allocated.

Beyond the bond postponement, a considerable portion of the meeting focused on refining the list of 57 proposed funding projects. Specific adjustments were made to two key initiatives: the Glen Arden Elementary School project and a security upgrade at Asheville High School. The original plan for Glen Arden, involving a $6 million HVAC replacement, has been revised to allocate $3 million towards a design phase. This proactive step will allow for more detailed planning and ensure the project is "shovel-ready" when bond funding becomes available in 2028. Similarly, the Asheville High School security upgrade, initially planned with repurposed funds and front step repairs totaling $1.879 million, will now proceed with a design phase for $187,966. An additional $41,686 will be reallocated from a previous project to fully fund this design work. The Commission unanimously approved the amended FY27 project list, which also includes the WD Williams Elementary Project.

There was no public comment during this meeting, either in person or virtually. Commissioners did express disappointment regarding the bond issuance postponement but emphasized the importance of strategic planning to address critical school infrastructure needs, including eventual replacement of Flint Arden School and addressing roof/security concerns across multiple schools. One commissioner highlighted the value of the School Capital Fund, noting that other jurisdictions have faced years of delayed capital improvements due to a lack of dedicated funding.

Looking ahead, several key action items have been identified. The revised project list (Glen Arden design and Asheville High security) will be presented as a budget amendment following the June 2nd Board of Commissioners meeting. The Commission will also oversee the selection process for a design firm to work on Glen Arden Elementary, with the goal of having the design completed by summer 2029. In the interim, the Commission will continue to monitor school conditions and address urgent needs with existing contingency funds. It’s important to note that the approved project list will not be finalized until the Board of Commissioners formally adopts the budget amendment after July. This meeting demonstrated a commitment to responsible financial stewardship while prioritizing long-term investments in our schools' infrastructure.
