Design Review Committee Meeting Recap: December 18, 2025
The City of Asheville’s Design Review Committee (DRC) convened on December 18, 2025, to review proposed development projects within the Downtown, Riverfront, and Hotel Overlay Zoning Districts. The meeting was held in person at City Hall with some members attending virtually, and streamed online for public viewing. The committee's role is to ensure that new construction aligns with established design guidelines, preserving the unique character of these key areas. While Christina Roche, Jeremy Goldstein, and Thomas McLaughlin were absent, the meeting proceeded with a full agenda focused on two significant projects.
The primary focus of the meeting was a Level I review of a proposed reconstruction for Terminix Services Facility at 232 Swannanoa River Road, and a Level II review of a proposed five-story multifamily building at 290 Depot Street. Discussions surrounding the Terminix project centered on concerns regarding its architectural style and adherence to tree canopy preservation requirements. Committee members expressed disappointment with the current design, noting a perceived lack of responsiveness to prior feedback and questioning whether it truly reflected the aesthetic character of the River Arts District. Public comments echoed these concerns, with one citizen highlighting potential heat issues and advocating for shade-providing tree species. Following a robust discussion, the committee ultimately voted to disapprove the Terminix project as presented, requiring a revised design that better aligns with River District guidelines.
The review of the 290 Depot Street project, a proposed multifamily building near the Clingman Lyman interchange, generated considerable debate regarding pedestrian flow, signage, landscaping, and potential visual impact. While no formal vote was taken on this project during the meeting, committee members emphasized the importance of creating a pedestrian-friendly environment and addressing parking challenges in the River Arts District. A citizen urged improvements to signage and pedestrian experience, pointing out existing parking difficulties in the area. The committee suggested exploring a grading easement to potentially reduce the height and visual impact of a retaining wall associated with the project.
Several key action items emerged from the meeting, ensuring that these projects move forward constructively. Terminix will need to resubmit a revised design addressing the committee's concerns, demonstrating a commitment to architectural harmony with the River Arts District. Staff will continue working with the applicant on tree canopy preservation requirements, and further exploration of lighting and signage options to enhance pedestrian experience was encouraged. The 290 Depot Street project will be revisited at a future meeting, allowing for further discussion and potential design refinements.
This DRC review process directly impacts Asheville residents by shaping the built environment within key areas of our city. The committee's decisions ensure that new developments contribute positively to the character and vibrancy of Downtown, the Riverfront, and the Hotel Overlay Zoning Districts.
