Strategic Partnership Grants Committee Meeting Recap – August 6, 2026

On August 6, 2026, the Strategic Partnership Grants Committee convened to discuss key priorities and address ongoing challenges related to grant distribution and program effectiveness. This meeting, attended by current committee members, focused on internal operations, upcoming presentations to the Board of Commissioners, and adapting grant strategies in response to potential legislative changes. The committee's work directly impacts the funding received by numerous community organizations, ultimately affecting vital services available to residents.

A significant portion of the meeting was dedicated to internal matters, including officer elections and committee membership recruitment. While Ray is currently serving as chair and Anna as vice-chair, the secretary position remains vacant. Mark volunteered to fill this role, with a formal vote pending at a future meeting. Recognizing the difficulty in attracting new members due to strict conflict-of-interest rules and a considerable time commitment, the committee emphasized the importance of referrals from professional, faith-based, and recreational networks. Dee Dee suggested reaching out to Usher at the Center for Lifelong Learning as a potential recruitment avenue, and Charlie will follow up with current applicants to keep them informed.

Looking ahead, Charlie and Rachel are preparing a presentation for the Board of Commissioners on August 18th. This presentation will outline the committee's work, grant cycle details, and demonstrate the impact of these grants on our community. Committee members provided valuable feedback to ensure the presentation is clear and effectively communicates their efforts. A brief discussion also clarified that the inclusion of the Helene Recovery Grant in future grant criteria was a response to prior committee feedback, ultimately resting with the County Commissioners.

A major point of discussion revolved around how to best engage with current grantees. The committee debated shifting away from individual site visits, which have proven time-consuming and often see low participation rates. Instead, they voted unanimously to explore a larger, showcase-style gathering as an alternative approach. This change aims to maximize engagement and provide grantees a more valuable opportunity to connect with each other and share their experiences.

Finally, the committee addressed potential legal challenges stemming from House Bill 171 (HB 171), currently pending before the General Assembly. While temporarily vetoed, the legislature could overturn this bill, which could restrict funding for programs that appear to provide preferential treatment based on protected classes. To proactively address this, the committee, in consultation with PISCA Legal Services, is broadening the scope of their "Justice for All" program from solely immigration legal services to encompass broader civil legal assistance for low-income individuals. Importantly, the committee clarified that HB 171 does not restrict data collection efforts. PISCA Legal Services will continue to report on their services and fund utilization, ensuring transparency and accountability.

What Happens Next?

  • Formal votes for officer positions (chair and secretary) will be scheduled at a future meeting.
  • County staff will reach out to contacts identified by committee members to encourage referrals for potential new committee members.
  • The presentation slides for the Board of Commissioners will be finalized, incorporating feedback from committee members.
  • Staff will develop a detailed plan for the fall gathering to replace individual site visits.
  • The committee will continue reviewing applications and working towards filling the vacant seats.
  • Staff will closely monitor HB 171 and its potential impact on grant programs, working with PISCA Legal Services to ensure compliance.

This meeting underscored the Strategic Partnership Grants Committee’s commitment to supporting community organizations while adapting to evolving legal and operational landscapes. By proactively addressing potential legislative challenges and exploring innovative engagement strategies, the committee is working to ensure that vital community services continue to thrive.
