Burke County Board of Commissioners Meeting Recap – August 6, 2026
The Burke County Board of Commissioners held a busy regular meeting on August 6, 2026, addressing issues ranging from property taxes to child welfare and economic development. Vice Chair Smith was absent due to medical leave. This recap highlights the key outcomes of the meeting and what they mean for Burke County residents.
Significant Decisions & Approvals: The Board approved several important measures, demonstrating a commitment to both immediate needs and long-term planning. They unanimously agreed to proclaim September as National Recovery Month, recognizing the ongoing challenges of substance abuse in our community and supporting those seeking help. They also recognized September 12-26 as North Carolina Department of Transportation Litter Sweep Week, encouraging residents to participate in keeping our roadways clean. A crucial decision involved approving a contract with Black Mountain Children's Home to vertically integrate our child welfare system, aiming for better outcomes for children in foster care. Finally, the Board approved a budget amendment to fund new equipment for Parks and Recreation and improvements at Re Park.
Economic Development & Property Taxes – Shaping Burke County’s Future: A significant portion of the meeting focused on strengthening our local economy. Commissioners discussed "Project Arlington," a potential manufacturing facility that could bring 64 high-paying jobs to Burke County. The Board is actively working to secure this project, currently competing with another county for the company's investment. The Board also received an update on the upcoming property tax revaluation (January 2027), which will impact all property owners. A task force, comprised of diverse stakeholders, is being formed to oversee the process and ensure fairness and transparency. Residents will have a 30-day appeal period after the schedule of values is adopted, providing an opportunity to voice concerns.
Addressing Challenges in Child Welfare: The Board dedicated considerable time to addressing challenges within the Department of Social Services (DSS). Concerns were raised regarding high intake rates, substantiated claims, and lengthy stays within the foster care system. Commissioners acknowledged that poverty and substance use disorder are root causes requiring community-wide attention. The partnership with Black Mountain Children’s Home is a key step toward improving reunification rates and stabilizing placements, but the transition to the PATH NC data management system by September 8th is also a priority. Staff are working diligently to minimize disruption during this transition, drawing on lessons learned from previous system implementations.
Community Voices & What's Next: Throughout the meeting, residents had opportunities to share their concerns and perspectives. Mr. Trout highlighted the need for improvements to the DSS building, while Commissioners Burns and Levins emphasized the importance of addressing child welfare as a community priority. Dr. Welch spoke in support of Project Arlington, emphasizing the need for a skilled workforce. Looking ahead, several key action items will shape Burke County’s future:
