Public Art and Culture Commission Adapts to Recovery Efforts, Transitions Leadership
The City of Asheville's Public Art and Culture Commission (PACC) held a special virtual meeting on September 24, 2025, focused primarily on adapting to new processes related to the city's ongoing recovery from Tropical Storm Helene and transitioning leadership within the commission itself. The meeting, attended by all committee members virtually, served as an administrative session to address outstanding matters and prepare the PACC for its role in supporting Asheville’s recovery.
A significant portion of the meeting centered on the newly established Recovery Boards, created by City Council to guide recovery efforts until June 2027. Stephanie presented an overview of these boards, outlining their focus areas (Environment, Housing, Infrastructure, and Economy) and explaining how advisory bodies like the PACC will be engaged. The commission is expected to review recommendations from ArtsAVL's arts recovery planning process and potentially provide feedback on the Black Cultural Heritage Trail mural, demonstrating their crucial role in ensuring cultural considerations are integrated into recovery strategies. Notably, Pat Kappas volunteered to serve on the Economy Recovery Board, leveraging her expertise in this area. Commission members were also encouraged to consider applying for other open positions on the Recovery Boards, highlighting a collaborative effort to support the city's recovery. A new process for assigning tasks to advisory boards was also outlined, allowing for greater flexibility and responsiveness as needs evolve.
Beyond the Recovery Board discussions, a key moment was the announcement that Pete Perez would be stepping down as Chair due to increased work-life balance needs. A round of virtual applause recognized Perez’s dedicated service, and the commission swiftly moved forward with officer elections. Following nominations, Pat Kappas was elected as Chair, and Charlie Huguenard secured the role of Vice-Chair. These changes ensure a smooth transition in leadership as the commission navigates its evolving responsibilities.
