Additionally, council approved a contract amendment for $679,650 to Cavanaugh and Associates, P.A., extending the Advanced Metering Infrastructure (AMI) project timeline to December 2026.

The council also addressed ongoing recovery efforts related to Hurricane Helene, formally adopting Section 7.2 of the unified Buncombe County Helene Recovery Plan. This plan outlines key recovery projects, with a particular focus on the River Arts District (RAD) and infrastructure improvements within flooded commercial corridors. The council received a comprehensive update on the city's utilization of American Rescue Plan Act (ARPA) funds, noting 100% obligation and a successful partnership approach.

Several routine matters were handled through consent items, including the ratification of a lease agreement for a new Parks and Recreation facility at 599 Tunnel Road, approval of property tax refunds and releases, and the removal of Jared Wheatley from the Planning & Zoning Commission. The council also approved a resolution ratifying interviews conducted by the Planning and Zoning Commission earlier in the day.

Looking ahead, the city will continue to monitor progress on ARPA-funded projects, coordinate with NCDOT regarding infrastructure improvements, and address ongoing recovery efforts related to Hurricane Helene. The council will also be actively involved in the selection process for replacements on the Planning & Zoning Commission.
