MPO Governing Board Meeting Recap: Shaping Transportation and Growth in Western North Carolina (March 20, 2025)
On March 20, 2025, the French Broad River Metropolitan Planning Organization (MPO) Governing Board convened to discuss and decide on critical issues impacting transportation, safety, and economic development across Western North Carolina. The meeting, attended by board members representing various local governments, included opportunities for public comment and featured discussions on long-range planning, project funding, and regional collaboration.
A significant portion of the meeting focused on adopting safety targets, a requirement from federal transportation authorities. After previous attempts to approve these targets fell short, the board ultimately approved Scenario C, a plan that aims for a steady reduction in traffic fatalities and serious injuries, with the ultimate goal of reaching zero by 2055. This decision followed a detailed presentation and discussion with representatives from the North Carolina Department of Transportation (NCDOT), addressing concerns raised about data and feasibility. Public comment highlighted specific safety issues, with one resident urging the board to reconsider the design speed on Haywood Road following a recent bus stop accident.
Beyond safety, the board made a crucial decision regarding long-term planning by approving the "Consolidated Growth Scenario" for the region's 2050 Socioeconomic Projection Study. This scenario anticipates increased density in urban areas and reflects a commitment to more sustainable development practices, providing a framework for future transportation planning. The board also approved funding allocations through two key programs: the 5310 program, which supports transportation services for seniors and individuals with disabilities, and the JARC (Job Access Reverse Commute) program, which will fund vital transit routes like Route 170 connecting downtown Asheville to the airport.
The meeting wasn't solely about approvals; it also included valuable updates from regional partners. Jessica Bond from the Land Sky Regional Council provided an update on their Comprehensive Economic Development Strategy (CEDS), a five-year plan designed to coordinate regional planning efforts and attract federal funding. This collaborative effort involves gathering data through surveys and stakeholder meetings, including a SWOT analysis to identify strengths, weaknesses, opportunities, and threats facing the region.
What’s Next? (Action Items & Impact)
Several key action items emerged from the meeting, directly impacting residents and regional development:
- Safety Target Implementation: The MPO staff will now work to implement the approved safety targets, requiring ongoing monitoring and adjustments.
- Continued Planning for 2050: The board will continue refining the region's long-range transportation plan based on the selected "Consolidated Growth Scenario."
- Prioritization Subcommittee Meeting: The Prioritization Subcommittee will meet on April 2nd to further discuss upcoming projects and funding priorities.
- Regional Collaboration: The Land Sky Regional Council will continue its work on the CEDS, ensuring alignment with regional planning efforts.
This meeting underscored the MPO’s commitment to addressing critical transportation challenges, prioritizing safety improvements, and planning for a sustainable future in Western North Carolina. The decisions made will directly impact how our region grows and connects, ensuring that transportation investments meet the needs of all residents. The next MPO Board meeting is scheduled for May 15, 2025.
