French Broad River MPO Governing Board Meeting Recap: Shaping Our Region's Future (September 18, 2025)
On September 18th, 2025, the French Broad River Metropolitan Planning Organization (MPO) Governing Board convened to discuss and make critical decisions about transportation planning for our region, encompassing Asheville, Buncombe County, and surrounding areas. This meeting was a significant step in shaping how we move around our community for the next 25-30 years, balancing safety concerns, growth projections, and available funding.
A major outcome of the meeting was the unanimous adoption of Elevate 2050, the MPO's long-range Metropolitan Transportation Plan (MTP). This plan outlines a vision for our region’s transportation system over the next quarter-century, identifying goals and potential projects to improve roads, transit options, bike paths, and more. Recognizing the importance of pedestrian safety, a friendly amendment was added to prioritize improvements for walking and cycling infrastructure. Alongside the MTP, the Board also adopted a broader Comprehensive Transportation Plan (CTP) as an appendix.
The discussion surrounding I-40 managed lanes between Asheville and Waynesville generated considerable debate. The Board ultimately voted to submit a widening of I-40 from Exit 44 to Exit 27 as a potential managed lane project, deferring the final decision on tolling until January 2026. This means further study and public discussion will be needed before a final decision is made on whether to implement toll lanes. The board also approved the list of projects for submission to the statewide prioritization process (P8), which will determine which transportation initiatives receive funding in the coming years.
Community voices were a prominent feature of this meeting, particularly regarding safety concerns on Elkwood Avenue in Woodfin. Residents spoke passionately about the need for sidewalks and a reduced speed limit to address increasing traffic volume and safety risks, including recent accidents. Concerns were also raised by a representative from IPEX Plastics regarding employee safety due to traffic conditions. While the Board heard these concerns, no immediate action was taken on Elkwood Avenue; however, it highlighted a key priority for the MPO – addressing pedestrian safety throughout the region.
Looking ahead, several action items emerged from this meeting. The MPO will continue to evaluate the feasibility of managed lanes on I-40, including potential design and financial implications. Staff will also track progress on various ongoing studies like the Safe Streets for All Regional Action Plan and the Hellbender Implementation Plan. The next MPO Board meeting is scheduled for October 16th, where further discussions and decisions will take place.
