Recap of Housing and Community Development Committee Meeting - November 2025

The Asheville City Council’s Housing and Community Development (HCD) Committee convened virtually on November 20, 2025, to discuss affordable housing initiatives, services for individuals experiencing homelessness, and broader community development strategies. The meeting served primarily as an informational session, with the committee receiving updates on several key programs and considering potential adjustments to future funding approaches.

A significant portion of the meeting was dedicated to updates on federal housing funds. The committee received a presentation detailing the current status of HOME and HOME-ARP funding, highlighting recent successes like the completion of the 77-unit Fairhaven Summit affordable housing complex. The committee learned that partner organizations are currently being solicited for HOME funding applications, with recommendations expected to be presented to the ARHC in January 2026. Further, ICF Inc. is partnering with the city to manage the rollout of HOME-ARP funds through a comprehensive program, with upcoming funding rounds planned for Spring 2026.

Another key discussion centered on the proposed changes to the Community Development Block Grant (CDBG) strategy for Fiscal Year 2026-27. The committee explored a plan to allow city departments (Capital Management, Parks & Recreation) to apply for CDBG funds for improvements in low-to-moderate income (LMI) areas, aiming to fill existing gaps and build city-wide grant administration expertise. The committee also considered establishing minimum award amounts for both public and non-public service applications to maximize impact.

The committee also heard a presentation introducing the new CEO of the Housing Authority of the City of Asheville (HACA) and received an update on CDBG-DR Action Plan amendments previously recommended by the committee, including adjustments to program funding and award minimums. A public comment period was provided for attendees to share their perspectives on these and other relevant issues.

Next Steps & Future Items: The committee is planning future discussions on topics including a Continuum of Care (CoC) update and PIT Count reminder, Home Repair Program updates, the Oak Hill development proposal, and CDBG-DR Housing Programs. For individuals seeking information or assistance with affordable housing, rental assistance, down payment assistance, or concerns about the homeless community, 211 is available as a resource.
