Board of Elections Meeting Recap: November 7, 2025

The Buncombe County Board of Elections convened on November 7, 2025, to discuss recent municipal election results and ongoing operational matters. The meeting, attended by all board members, focused on ensuring a smooth transition within the elections office and maintaining accuracy in election processes. While no public comments were directly received, citizen engagement was evident through a request for historical data on voter turnout.

A significant portion of the meeting centered around the aftermath of Tuesday’s municipal elections. The board received and reviewed unofficial results, noting a positive trend: voter turnout increased to 22.88%, surpassing previous municipal election figures. The board agreed to investigate this increase further, providing historical data for future reference – a request made by Board Member Courtney. Official canvassing is scheduled for Friday, completing the formal tabulation process. The board also addressed three ballots received after the election deadline, confirming their ineligibility according to established guidelines and archiving them accordingly. Six provisional ballots were reviewed and unanimously approved, following staff recommendations, streamlining the process thanks to a new digital form introduced to address changes resulting from Senate Bill 382.

Beyond the immediate election results, the board addressed staffing and audit procedures. With Director Karina currently unwell, discussions focused on ensuring a seamless transition for the recruitment and outreach coordinator position currently held by Karen Ray. A sample audit is scheduled for Monday, November 11th at 35 Woodfin, examining Precinct 5.1 and the Cox Avenue early voting site to verify key races in Weaverville (mayor) and Woodfin (council). Finally, the board discussed potential future challenges to absentee and early voting ballots, clarifying procedures outlined in memo 2022-05.

Looking ahead, several key action items were identified. The Board will continue the recruitment process for the vital outreach coordinator role, ensuring a smooth handover from Karen Ray. The sample audit will proceed as planned on November 11th, and official canvassing will conclude Friday. The board also committed to researching and providing historical voter turnout data, responding directly to a citizen’s request. Finally, the board will determine whether an additional meeting is necessary on Wednesday, November 13th to address potential challenges. They also plan to seek clarification from the State Board of Elections regarding discrepancies in numbered memos related to same-day registration verification, highlighting a commitment to consistent and accurate implementation of election regulations.

This meeting underscored the Board’s dedication to maintaining a transparent and efficient elections process, responding directly to citizen interest while proactively addressing operational needs. Residents can expect further updates as the official canvassing process concludes and ongoing recruitment efforts progress.
