Early Childhood Development Committee Meeting Recap: Focusing on North Carolina's Future
On November 4, 2025, the Early Childhood and Development Committee convened to discuss the current state of early childhood education in North Carolina and chart a course for future improvements. The meeting, attended by committee members representing various state agencies, non-profit organizations, regional coalitions, and local government, centered on insights gained from recent site visits, expert perspectives, and a forward-looking discussion of policy and funding.

Samantha Cole from the Department of Commerce underscored child care’s connection to workforce and economic development, while Amis Witherspoon emphasized quality improvement systems and diverse pathways into the early childhood education field. Erica Chisolm from NC Child advocated for greater public understanding and adequate investment, and Amy Berry shared successful disaster relief strategies implemented by the Buncombe Partnership for Children. Philip Harden from Buncombe County Health & Human Services pointed out challenges with unspent funds and the need for greater flexibility in subsidy programs.
The committee formally approved the minutes from their previous meeting on October 7th, marking a procedural step forward. However, more substantial action is planned for the near future. Following the meeting, committee members were encouraged to submit feedback forms from their site visits by November 18th. Critically, a special meeting has been scheduled for November 18th from 1:00 PM to 2:30 PM, dedicated to continuing these vital discussions and developing concrete action plans. The next regularly scheduled meeting is set for December 2nd at 1:00 PM.
