Swannanoa Small Area Plan Steering Committee Meeting Recap – November 3, 2025
On November 3, 2025, the Swannanoa Small Area Plan Steering Committee convened to refine a core element of the upcoming Swannanoa Small Area Plan: its vision statement. This meeting, attended by committee members representing various community interests, aimed to solidify a shared understanding of Swannanoa’s aspirations before sharing it with the wider public. The overarching goal is to create a plan that genuinely reflects the values and desires of Swannanoa residents, ensuring its relevance and effectiveness in shaping the community's future.
The central focus of the meeting was a detailed review and revision of five draft vision statements, ultimately leading to consensus on a new version. The finalized statement emphasizes several key priorities for Swannanoa: fostering a thriving, welcoming community that honors its history and working-class roots; ensuring a safe and connected environment with affordable housing, accessible transportation, parks, and gathering spaces; building a resilient economy supported by local businesses, schools, arts, and agriculture; and safeguarding natural resources (mountains and water) while strengthening infrastructure and promoting opportunity for all. This revised vision statement will serve as the guiding principle for the entire Small Area Plan, influencing decisions on land use, transportation, economic development, and community services.
Recognizing the importance of broad community involvement, the committee dedicated significant time to discussing strategies for robust engagement. Plans are underway to solicit feedback from residents through a public poll focused on the vision statement, and an interactive "visioning exercise" during a dedicated public meeting scheduled for December 3rd. Crucially, the committee also acknowledged the need to reach out proactively to youth and underserved populations through partnerships with organizations like Asheville Creative Arts, as well as pop-up workshops. A familiar "word cloud" activity, similar to the one used during the comprehensive plan process, will also be employed to gather diverse perspectives.
Accessibility and inclusivity were recurring themes throughout the discussion. Committee members stressed the importance of crafting a vision statement that is easily understood by all residents, regardless of age or background. Discussions included exploring language accessibility tools and providing materials in Spanish to ensure broad comprehension and participation. The committee also briefly considered future planning needs, including addressing potential healthcare infrastructure challenges and building resilience against unforeseen circumstances.
Looking ahead, several key action items have been identified. A public poll will soon be released to gauge initial reactions to the draft vision statement, and preparations are underway for the December 3rd public meeting. Staff will continue to develop targeted outreach strategies to engage a diverse range of residents, ensuring that all voices are heard. Following the community engagement phase, the committee will incorporate feedback to finalize the vision statement and move forward with developing the comprehensive Small Area Plan. Residents are encouraged to stay informed about opportunities for participation, which will be widely publicized throughout the planning process. This collaborative approach underscores the committee's commitment to creating a plan that truly reflects and serves the needs of the Swannanoa community.
