Buncombe County HCCBG Advisory Committee Meeting Recap: October 22, 2025

On October 22, 2025, the Buncombe County Home and Community Care Block Grant (HCCBG) Advisory Committee convened to review grant performance, discuss potential improvements to the funding application process, and clarify the committee's purpose. The meeting was attended by committee members and focused on ensuring that funds are effectively supporting older adults and their caregivers in our community.

A significant portion of the discussion revolved around how grant funds are being utilized by various agencies. Concerns were raised regarding data reporting for the Senior Companion Program and Buncombe County Information & Options, prompting a task for committee staff member Zach to investigate these discrepancies. Further discussion centered on Pisgah Legal Services, which appeared to be utilizing a large portion of their grant funding. While acknowledging the valuable services they provide, committee members want to ensure funds are being used as effectively as possible and Zach will be investigating this further. A key area of concern was the performance of transportation providers, specifically Eblen Charities and Mountain Aging Partners. With Eblen having already spent their entire allocation and Mountain Aging Partners significantly underperforming, Zach will also be looking into how transportation funds are being allocated and whether alternative providers should be considered.

Beyond funding utilization, the committee made a crucial decision to formally update its bylaws. A motion was approved adding a statement clarifying the committee's purpose: "to support and enhance the quality of life of older county residents and their caregivers to allow older adults to live safely at home or in the least restrictive environment, and also to provide transportation and opportunities for social interaction to reduce isolation." This updated definition will be submitted to the County Commissioners for final approval, ensuring a clear understanding of the committee’s role in supporting our aging population.

A major focus was also placed on streamlining the grant application and scoring tool for future funding cycles. Members expressed a desire to simplify the process, emphasizing key areas like community need, program planning, coordination with other agencies, and financial sustainability. A suggestion was made to re-prioritize the questions in the application to prioritize service delivery and coordination before delving into financial details. This aims to ensure that grant decisions are firmly rooted in the needs of our community and focus on impactful programs.

There were no formal public comments during this meeting, but committee members shared valuable observations and experiences related to the services provided by various agencies.
