Swannanoa Small Area Plan Steering Committee Meeting Recap – October 20, 2025

On October 20, 2025, the Swannanoa Small Area Plan Steering Committee convened to continue developing a comprehensive plan for the future of Swannanoa. This meeting, attended by committee members and relevant staff, focused on refining the plan’s vision, addressing gaps in community engagement, and reviewing crucial background data that will inform future decisions. The Small Area Plan is a significant undertaking aimed at guiding development, improving quality of life, and ensuring Swannanoa remains a vibrant and thriving community for years to come.

A key focus of the meeting was crafting a clear vision statement that will guide the plan's implementation over the next 10-20 years. The committee considered three draft vision statements, each presenting a different perspective on Swannanoa’s future. One emphasized outdoor recreation and business growth, another highlighted community engagement and sustainability, and the third prioritized data-driven decision-making and resource protection. While all were well received, discussions highlighted concerns about potential unintended consequences like displacement or gentrification if the focus leaned too heavily towards outdoor recreation. No formal vote was taken on a vision statement at this meeting; the committee will continue refining these options based on community feedback.

Beyond the vision statement, the committee acknowledged and discussed areas where greater community engagement is needed. Data revealed gaps in representation from Spanish-speaking residents, younger adults (under 26), and those living along key transportation corridors. To address this, the committee is actively pursuing partnerships with local educational institutions like Warren Wilson College and area schools to engage younger residents. They are also exploring outreach strategies for underserved communities, including those in Riceville and along the main transportation routes. The committee is working closely with the communications department to improve outreach methods and ensure all voices are heard in this planning process.

The committee also reviewed updates to the "policy map," which identifies key areas for focus within Swannanoa. This includes designated “Resilience Areas” (focused on watershed protection) and “Highlight Areas” where specific policy recommendations will be concentrated. The Highlight Area was expanded to include previously missing communities, demonstrating a commitment to inclusive planning. Residents will soon have the opportunity to provide feedback on this updated map through an upcoming community poll, a crucial step in ensuring the plan reflects the needs and desires of all Swannanoa residents.

Looking ahead, several key action items were identified. A public poll incorporating the updated policy map and draft vision statements will be released shortly, providing a vital opportunity for citizen input. Committee members were strongly encouraged to share information about the poll with their neighbors and community groups, maximizing participation. A design workshop will be scheduled in the future to further refine the plan’s details, and a draft Small Area Plan will be shared with the community for review and feedback before finalization. Residents can expect to see further opportunities to engage in this planning process, ensuring the Small Area Plan truly reflects the vision of the Swannanoa community.

This planning effort is important because it will directly shape the future of Swannanoa, influencing everything from land use and transportation to community services and environmental protection. Your participation is essential to ensure the plan reflects your priorities and creates a thriving, equitable, and sustainable future for all residents.
