Board of Elections Meeting Recap: October 14, 2025
The Buncombe County Board of Elections convened on October 14, 2025, to discuss preparations for upcoming elections and review operational procedures. The meeting centered on ensuring accessible and equitable voting opportunities for all residents, with a significant focus on early voting site planning and addressing voter registration challenges. Board members, staff, and community members were in attendance, contributing to a productive discussion aimed at streamlining the voting process.
A major focus of the meeting was determining locations for early voting sites, a crucial component of ensuring convenient access to ballots. After careful consideration, the Board voted to utilize the North Asheville Library as an early voting site, prioritizing its accessibility and familiarity for voters. They also voted to reinstate Upper Harmony as an early voting site, acknowledging the area’s growing population and addressing concerns about travel distances for residents in upper Buncombe County. The Board also approved weekend early voting dates and hours, scheduling February 20th & 21st with Saturday hours from 10 am to 3 pm.
Beyond site selection, the Board engaged in several important discussions. They reviewed 25 voter registration challenges stemming from reported deaths, clarifying discrepancies regarding duplicate names on the rolls. A change in state law concerning overseas voters who have never resided in North Carolina prompted a discussion about sending correction letters to affected individuals, ensuring accurate voter registration information. Assistant Director Negi Fox detailed an updated checklist for reviewing absentee ballots, emphasizing signature verification and proper envelope sealing to maintain ballot integrity. The Board also recognized the need for legal consultation regarding facilities planning and a Memorandum of Understanding (MOU) with county government, scheduling a closed session with the County Attorney for next week to address these matters.
Community members offered valuable input during the public comment period. A resident highlighted the importance of securing a permanent, accessible community center in North Asheville specifically for voting purposes. Concerns were also raised about the distance some voters, particularly those in upper Buncombe County, must travel to reach early voting locations. The Board acknowledged these concerns and expressed a commitment to equitable access for all residents, noting the importance of addressing audio clarity in future meetings following feedback about microphones.
Looking ahead, several key action items emerged from the meeting. The Board will continue distributing letters to overseas voters impacted by residency rule changes, and staff will finalize preparations for early voting sites including the 50 Cox Avenue location. A Facebook Live session during early voting has been planned to provide media availability and answer voter questions, while upgrades to the boardroom are anticipated to improve audio quality for future meetings. The upcoming closed session with the County Attorney will be crucial in resolving facilities planning and MOU-related legal considerations. These steps collectively demonstrate the Board’s dedication to a smooth, accessible, and secure election process for all Buncombe County residents.
