Justice Resource Advisory Council Meeting Recap: Shaping Buncombe County's Future

On October 3, 2025, the Justice Resource Advisory Council (JRAC) convened to discuss priorities and chart a course for improving Buncombe County’s justice system over the next two years. The meeting, attended by various leaders in justice services and community stakeholders, centered on developing a new strategic plan designed to address key challenges and enhance outcomes for residents. A significant portion of the discussion revolved around developing a new two-year strategic plan for JRAC. Other potential priorities include expanding access to vital services like inpatient mental health and substance abuse treatment, implementing a law enforcement-assisted diversion program (an alternative to traditional court), and improving the driver's license restoration process for individuals with past fines and fees. Notably, there was a strong emphasis on improving the expungement system to make it easier for individuals with past criminal records to clear them.

Beyond identifying potential priorities, members underscored the critical need for improved data sharing between various agencies involved in the justice system. Better coordination and access to information were identified as essential for enhancing overall effectiveness and ensuring resources are directed where they’re needed most. The meeting also included updates from national conferences, with Regina sharing insights on best practices for advisory boards like JRAC gleaned from the National Network of Criminal Justice Coordinating Councils (NNJC). Perhaps most significantly, JRAC will now consider an offer for a no-cost external assessment of its operations, aligning with national best practices and identifying areas for improvement. Max Tanger presented on the "Just Home" initiative, a MacArthur Foundation program aimed at reducing recidivism through housing and support services. This effort will continue with community surveys and interviews to understand local housing needs, a crucial step in securing potential funding.

While no formal votes were taken during this meeting, several key actions emerged. The "Just Home" initiative will continue its community engagement efforts to gather vital data on housing needs. JRAC will actively evaluate the proposal for an external operational assessment, a valuable opportunity to refine its approach and ensure alignment with national standards. Finally, JRAC will continue the strategic planning process in upcoming meetings, aiming to formally adopt the new plan in February 2025. Donald Bruce, a retiring long-time JRAC member, emphasized the importance of optimizing existing systems and removing barriers to accessing essential services.
