On August 18, 2025, the Buncombe County Planning Board convened to discuss several zoning proposals impacting residential and commercial areas across the county. The meeting, attended by all board members, began with standard procedural items including approval of the agenda and minutes from the previous meeting. A quorum was established, allowing for official business to proceed. Quinlan Matthews, representing the Ramsey family, presented plans emphasizing community engagement through Poder Emma, a local organization. Andrea Golden from Poder Emma voiced strong support but underscored the critical need for a comprehensive land use plan for the area. Nearby resident Mike Atkinson also expressed support while requesting consideration of buffering measures to minimize potential impacts. Notably, the Board highlighted Buncombe County's lack of conditional zoning, meaning they cannot impose specific restrictions beyond what’s permitted under the proposed Commercial Services (CS) zoning. Due to the complexity of these considerations and robust community feedback, the Board voted to continue the hearing on ZPH 2025-00022 until September 15, 2025.
Finally, the Board unanimously recommended approval of Kevin Eddins’ rezoning request (ZPH 2025-00025) to convert a parcel from residential (R2) to Commercial Services (CS). Eddins addressed neighbor concerns regarding buffering, stating he owns all four parcels in the area and has already engaged with residents. Like the Foundation for the Arts rezoning, this recommendation will now be forwarded to the Buncombe County Board of Commissioners for final approval.
Throughout the meeting, several themes emerged. Community engagement was a recurring topic, particularly in relation to the Ramsey proposal. The need for a comprehensive land use plan for the Emma neighborhood was repeatedly emphasized by Poder Emma, and staff indicated they would explore including this in a future budget cycle.
