The Historic Resources Commission (HRC) convened on October 28, 2025, for a meeting primarily focused on reviewing and potentially approving requests related to historic properties within Asheville and Buncombe County. The meeting began with standard formalities, including welcoming back Commissioner Jenny Bowen, approving the minutes from September 2025, and swearing in new members. Following these procedural items, the meeting proceeded with public hearings concerning two key properties: 7 Banbury Cross in Albemarle Park and 34 Cumberland Circle in Montford. A brief update was also provided regarding the Biltmore Village Small Business Infrastructure Grant Application, and time was allocated for open discussion.
The first major item on the agenda concerned a retaining wall replacement at 7 Banbury Cross. The property owner had replaced an existing railroad tie retaining wall without obtaining the required Certificate of Appropriateness, a fact noted in staff reports. While staff initially recommended denial due to the use of inappropriate materials (railroad ties), the commission ultimately voted 8-1 in favor of an after-the-fact approval. This decision was contingent on the submission and approval of a planting plan utilizing approved plant species to screen the wall. This compromise reflected a balancing act between strict adherence to district standards and acknowledging the completed work.
The second public hearing centered on a comprehensive renovation and addition project at 34 Cumberland Circle in Montford. The application entailed extensive modifications, including window replacements, siding and trim restoration, and the construction of a two-story addition. Staff raised concerns regarding the replacement of original windows with new units, particularly on the front elevation and the use of simulated divided lites. However, after careful consideration, the commission unanimously approved the application with two conditions: revised window specifications must be submitted for staff review and approval, and the existing double-hung window being removed must be retained on site. The commission found that the proposed work was consistent with Montford Historic District Design Review Standards, particularly regarding materials (wood), additions and overall compatibility.
During the meeting, discussions highlighted the ongoing challenge of balancing preservation standards with modern needs and property owner requests. The City Attorney reminded commissioners to rely solely on official records when making decisions, avoiding reliance on individual research. Plans for a preservation education event were paused and will be revisited in the new year, while a special work session is scheduled for October 21st to review proposed amendments to the Montford Design Standards.
The next steps for both properties involve fulfilling the conditions of approval. At 7 Banbury Cross, a planting plan must be submitted and approved by HRC staff. For 34 Cumberland Circle, revised window specifications are required for review and approval. The commission will continue to monitor these projects as they progress, ensuring compliance with historic preservation guidelines.
