Buncombe County Advisory Committee Finalizes Aging Services Funding Amidst Challenges

The Buncombe County Home and Community Care Block Grant (HCCBG) Advisory Committee convened on June 25, 2025, to finalize the allocation of supplemental funds and address ongoing challenges within the county's aging services network. The meeting, attended by committee members and representatives from various service providers, focused on navigating complexities arising from the American Rescue Plan Act (ARPA) funding and addressing impacts from recent events like Hurricane Helene. The discussions highlighted the dedication of local organizations to supporting older adults while acknowledging the strain on resources and the need for strategic decision-making.

A significant portion of the meeting centered around how to best utilize approximately $50,000 in available funds at the end of the fiscal year. Following a thorough discussion about prioritizing essential needs, the committee voted to allocate these funds to existing providers already experiencing overspending: Jewish Family Services, Meals on Wheels, and Mountain Care. While this decision addresses immediate needs, the committee also agreed to explore opportunities for adding new applicants in future funding cycles. A key debate involved weighing the merits of supporting organizations focused on workshops versus those providing more fundamental services, ultimately leading to a decision not to fund the Community Health and Wellness Collective Services at this time.

The committee also addressed a rate adjustment request from Jewish Family Services, stemming from an error in their billing system. Recognizing the impact of this correction on their funding needs, the committee approved the adjustment, which will significantly reduce their overage. Discussions also touched upon the critical role of transportation services provided by Mountain Mobility and Better Together, acknowledging their importance in connecting older adults with essential resources. The Council on Aging of Buncombe County was also a focus, as their Black Mountain site remains closed due to damage from Hurricane Helene. They are currently utilizing ARPA funds for grab-and-go meals at the Lakeview site, temporarily shifting funding from HCCBG.

Looking ahead, the committee emphasized a commitment to data-driven decision-making and understanding the impact of services provided. A key action item is a review of the grant application scoring tool at their next meeting on July 23rd, ensuring it accurately reflects community priorities. Committee members also expressed interest in exploring ways to gather input from caregivers and other professionals, recognizing the value of diverse perspectives in shaping funding decisions. Finally, discussions will continue regarding the funding arrangement with Mountain Mobility in future meetings.

This meeting underscored the ongoing commitment to supporting aging services in Buncombe County, even amidst challenging circumstances. The decisions made will directly impact the ability of local organizations to provide vital assistance, including sustenance and access to medical care, for older adults throughout the county. Residents can expect further discussion on grant application scoring and community input at the July meeting, demonstrating a dedication to ensuring that funding aligns with the evolving needs of Buncombe County’s aging population.
