Buncombe County Board of Commissioners Meeting Recap: June 17, 2025
On June 17th, the Buncombe County Board of Commissioners convened for their regular meeting, addressing a range of important issues impacting residents. The meeting began with a moment of solemnity and gratitude, honoring the memory of Riceville Firefighter Violet Caramella, who tragically lost her life in the line of duty. The Board expressed heartfelt condolences to her family and recognized her invaluable service to the community.
A significant portion of the meeting was dedicated to planning for future development and ensuring responsible financial management. The Board took a major step forward in the Ferry Road Development project, authorizing the County Manager to negotiate a Memorandum of Understanding (MOU) with Urban Atlantic. This project aims to create a mixed-income community, addressing the need for diverse housing options in Buncombe County. Residents can expect further updates as negotiations progress, potentially leading to a vibrant new neighborhood that contributes to the county’s economic and social well-being.
Beyond development, the Board approved a revised administrative agreement with the Tourism Development Authority (TDA), streamlining operations by shifting accounting and HR services to the authority. This change is expected to improve efficiency and allow both entities to focus on their core missions: supporting tourism initiatives and providing essential county services. The Board also formally appointed Curtis Euler as the new County Attorney, ensuring legal expertise to guide county operations.
Recognizing the need for financial flexibility in the face of potential emergencies, the Board authorized a disaster cash flow loan agreement up to $10 million. While only $5.57 million will be borrowed initially, this provision provides a crucial safety net to address unforeseen financial needs related to disaster response. The Board also approved an updated investment policy, modernizing practices and strengthening financial safeguards by prohibiting investments in stocks and cryptocurrency. These measures demonstrate the Board’s commitment to responsible stewardship of taxpayer dollars.
Community voices were heard during the public comment period, with Dr. Rob Jackson, Superintendent of Buncombe County Schools, thanking the Board for their ongoing support despite budget constraints. A particularly compelling plea came from Talia Wilson, representing UNC students working with Manna Food Bank. She urged the Board to advocate for continued funding of the Healthy Opportunities Pilot Program (HOP) before the North Carolina General Assembly, highlighting its success in addressing social determinants of health and improving outcomes for vulnerable residents. The Board acknowledged the importance of HOP and indicated a willingness to consider sending a letter to the General Assembly, demonstrating their responsiveness to community concerns.
Finally, the Board confirmed several appointments to various boards and committees, ensuring diverse representation and expertise across key areas like education, health services, juvenile justice, and library services.
What's Next? The County Manager will now begin negotiations with Urban Atlantic regarding the Ferry Road development. Residents can anticipate further discussions and opportunities for public input as this project progresses. The Board will also explore options to support the Healthy Opportunities Pilot Program, potentially including advocating for continued state funding. With updated financial policies and a focus on efficient operations, the Board is positioned to address future challenges and continue providing essential services to Buncombe County residents.
This meeting underscored the Board’s commitment to balancing fiscal responsibility, strategic planning for future growth, and responsiveness to community needs.
