Buncombe County Planning Board Meeting Recap: June 16, 2025 – Zoning Changes Approved in Beaver Dam District

The Buncombe County Planning Board convened on June 16, 2025, for a meeting focused primarily on updating zoning regulations within the Beaver Dam district. The meeting began with recognition of Terry Rogers' retirement and a review of procedural matters, including clarifying public comment procedures and ensuring board members adhere to conflict-of-interest guidelines. Staff also provided an update on the progress of a new board room, which will feature improved technology and free parking for attendees. Finally, an opportunity to apply for membership on the Swananoa Steering Committee was announced, a group that will guide the development of the Swannanoa Plan.

The most significant outcome of the meeting was the unanimous approval of Text Amendment ZPH 2025-0012, a substantial overhaul of zoning rules in the Beaver Dam district. This amendment represents a significant shift in how development can occur, primarily aimed at increasing housing options and simplifying the regulatory process. Key changes include eliminating mandatory single-family zoning, allowing up to two dwelling units per lot in Beaver Dam. The Board also streamlined regulations to reduce development costs, aligned dimensional requirements with other zoning districts, and introduced limits on disturbed and impervious surfaces. Finally, the amendment clarifies how front setback lines are measured, offering more flexibility in land development options. Board members emphasized that the changes align with the Buncombe County Comprehensive Plan, specifically its focus on "growth equity and conservation."

During the public hearing portion of the meeting, Susan Bean from Neighbors for More Neighbors WNC spoke in support of the amendment. She highlighted the critical need for more affordable housing choices within Buncombe County and explained how these zoning changes could provide those options while minimizing environmental impact.

Looking ahead, several action items were identified. Planning Board staff will distribute a link to the Swananoa Steering Committee application, allowing residents interested in contributing to the Swannanoa Plan to apply. The approved text amendment will be submitted to the Buncombe County Commissioners, likely during their first meeting in August. Furthermore, staff indicated plans to revisit regulations concerning debris flow pathways in a future meeting, drawing on lessons learned from recent weather events.

This update to the Beaver Dam zoning regulations is a notable development for Buncombe County residents. The changes aim to address the growing need for affordable housing while promoting responsible land development practices and ensuring greater consistency with modern planning approaches. Residents are encouraged to follow the progress of this amendment as it moves through the County Commissioner approval process and to consider applying for a position on the Swananoa Steering Committee.
