Design Review Committee Approves Biltmore Avenue Renovations

The Design Review Committee convened on May 1, 2025, to discuss a proposal for renovations at 134-138 Biltmore Avenue in the Central Business District (CBD). The meeting, attended by all committee members except Stephen Lee who recused himself due to his affiliation with SiteWorks Studios (the project applicant), centered on a plan to renovate 134 Biltmore Avenue into four condominium units while preserving the existing structure at 138 Biltmore. The proposed project also includes improvements to the landscaping along South Market Street, with a focus on preserving existing trees and adding buffer plantings for neighboring properties.

The committee’s primary discussion revolved around ensuring the project's compliance with local zoning regulations, particularly those pertaining to landscaping. A significant portion of the discussion focused on the challenges presented by the existing conditions along Biltmore Avenue – narrow sidewalks, overhead utility lines, and a steep slope – which made planting one of the required trees in its originally planned location impractical. After considering these constraints, the committee unanimously approved a plan to relocate that tree to the rear of the property. Megan McCreary from SiteWorks Studios and Colin Mickey, the project architect, presented detailed architectural plans outlining interior renovations and exterior repairs, including replacing trim, painting, and railing work. The project is currently undergoing review by the Preservation Society due to the buildings’ designation as historic properties, a factor acknowledged and considered throughout the discussion.

Notably, there were no public comments or community input received during this meeting. The committee’s focus remained on the technical aspects of the proposal and its adherence to local regulations and preservation guidelines. Following presentations and deliberations, a motion was made to recommend approval of the building renovations and site improvements at 134 Biltmore Avenue, as presented. This motion passed with a unanimous vote from the remaining committee members.

Looking ahead, SiteWorks Studios and Collins & Colin Mickey will continue to work closely with the Preservation Society to ensure full compliance with their review process. The committee’s recommendation of approval will now move forward to the next relevant governmental body for final decision. This project represents an opportunity to revitalize a key area within the CBD, adding new residential units while respecting the historic character of the buildings and enhancing the public space along South Market Street. Residents can anticipate further updates as the project progresses through the approval process.
