City Council Charts Course for Post-Storm Recovery at June 10th Work Session

On June 10, 2025, the Asheville City Council convened a unique “work session” involving all seven council members to discuss and plan for recovery efforts following the recent storm. Recognizing the scale of challenges ahead, the council opted for this flexible format to facilitate open discussion and collaborative planning, foregoing traditional committee procedures. This session served as a crucial first step in outlining the city’s response and ensuring alignment across all departments and advisory groups.

The primary focus of the meeting centered around four key priority areas identified during a previous council retreat: supporting our People, reinvigorating the local Economy, addressing the critical Housing needs exacerbated by the storm, and investing in resilient Infrastructure & Environment. Council members engaged in a detailed discussion of each area, exploring strategies to bolster community resilience, support local businesses and contractors, provide permanent housing solutions for displaced residents, and build a more sustainable infrastructure capable of withstanding future challenges. The council reaffirmed the importance of these four pillars as guiding principles for all recovery-related initiatives.

While no formal votes were taken during this work session, several important decisions and directions emerged. The council approved the minutes from previous committee meetings (Equity & Engagement, Policy, Finance & Human Resources, and Boards & Commissions), establishing a baseline for moving forward. A significant portion of the discussion revolved around how to best engage and reorganize the city’s boards and commissions, ensuring their efforts are strategically aligned with council priorities. The overarching goal is to streamline these advisory groups' involvement and maximize their contribution to the recovery process, organizing them under the four identified priority areas. Mayor Manheimer emphasized the need for a collaborative approach throughout this process, and council members expressed their appreciation for city staff’s ongoing efforts amidst a demanding workload.

There was no opportunity for public comment during this work session due to the chosen format. However, citizen engagement will be vital as recovery efforts progress.

Looking ahead, several key action items have been identified. City staff will continue reviewing departmental work plans and proposed projects to ensure they align with the broader organizational plan. The council will develop a detailed work plan for the Policy, Finance & Infrastructure committee based on these recovery priorities. A crucial next step is a meeting scheduled for June 16th, where the council will meet with all board and commission chairs and vice-chairs to discuss how these groups can best support recovery efforts. Finally, the council will explore potential restructuring of boards and commissions in the future to optimize their support for recovery initiatives.

This work session marked a significant step towards a coordinated and strategic response to the storm’s aftermath. By prioritizing community resilience, economic revitalization, housing stability, and sustainable infrastructure, the City Council is laying the groundwork for a stronger, more resilient Asheville. Residents can expect further updates and opportunities to engage as recovery plans are finalized and implemented in the coming weeks and months.
