Historic Resources Commission Meeting Recap: February 12, 2025

On February 12, 2025, the Historic Resources Commission (HRC) convened to review several proposals impacting historic areas within Asheville and Buncombe County. The meeting, presided over by Vice Chair Will Hornady due to the absence of the regular chair, saw the introduction of two new commissioners – Cecil Holt and Amy Moxley, both architects – adding valuable expertise to the panel. The HRC, a quasi-judicial body, ensures that any alterations, demolitions, or new construction within historic districts and landmarks adhere to established guidelines.

The most significant item on the agenda was a proposal for the redevelopment of the McDonald's site at 35 Hendersonville Road in Biltmore Village. This project, previously reviewed in January, generated considerable discussion and ultimately resulted in a conditional approval. The applicant presented revised plans addressing earlier concerns, including restoring dormer details to match the historic cottage style of Biltmore Village and eliminating certain structures from behind the building. While commissioners acknowledged these improvements, debate centered on specific design elements, particularly the window style and exterior lighting. Concerns were raised about whether the building's height and overall scale would harmonize with the surrounding historic architecture. Public comment was received from Benjamin Mitchell, representing the Biltmore Village Merchants Association, who voiced support for the project's potential to revitalize the area. Preservation Landscape Architect Glenn Stack provided detailed feedback, emphasizing the importance of maintaining a cohesive aesthetic with the surrounding landscape and buildings. Ultimately, the commission voted to approve the certificate of appropriateness with conditions, requiring revised elevations and ensuring that bracket designs are consistent with other historic structures.

Beyond the McDonald’s project, the commission also addressed a matter concerning 255 Cumberland Avenue. Due to ongoing complexities, this review was continued until March, signaling that further deliberation is needed before a decision can be reached.

What's Next & Why It Matters:

The approval of the McDonald’s redevelopment, albeit with conditions, marks a significant step in potentially revitalizing Biltmore Village. Residents can expect to see the applicant, McDonald's, working closely with HRC staff to finalize the revised elevations and bracket designs as stipulated in the approval. This ongoing process underscores the HRC’s commitment to balancing progress with preservation, ensuring that any new development respects and complements the unique character of Asheville’s historic districts. The continued review of 255 Cumberland Avenue demonstrates the commission's dedication to thoroughly examining all proposals impacting our community’s heritage. Citizens interested in following these developments are encouraged to review the full meeting minutes and attend future HRC meetings.
