Asheville Planning & Zoning Commission Meeting Recap – February 5, 2025
On February 5, 2025, the Asheville Planning & Zoning Commission convened to discuss key zoning and development matters impacting our city. The meeting, attended by all commissioners, followed standard procedures including a Land Acknowledgement recognizing the Cherokee people and approval of previous meeting minutes. A new, more accessible presentation format utilizing hyperlinks was unveiled, aiming to improve transparency and understanding of agenda items. A significant portion of the meeting centered on two rezoning requests. First, the Commission unanimously recommended approval for a conditional rezoning at 99999 Oak Lodge Road, proposed by Brandon Knowles, LLC. This project aims to create 100% affordable housing on a narrow parcel of city land bordering Biltmore properties and county land. Commissioners were particularly impressed by the project’s commitment to addressing Asheville's critical need for affordable housing and its inclusion of a stream buffer area with pathways for passive recreation. While concerns were raised during public comment regarding potential traffic impacts on Oak Lodge Road, the Commission ultimately supported the rezoning. This recommendation will now be presented to City Council for final approval on February 25th. Secondly, a rezoning request at 94 Grandview Road was also recommended for approval, allowing for the construction of single-family detached homes. This change simplifies zoning regulations on a property currently split between conditional and industrial zones, paving the way for residential development.
Beyond these specific proposals, a substantial portion of the meeting was dedicated to addressing concerns from representatives of several established “legacy neighborhoods,” including Shiloh, East End Valley Street, Emma, Burton Street and Southside. These representatives expressed frustration regarding the slow progress in implementing overlay districts outlined in their neighborhood plans from 2010 and 2018. The Commission acknowledged these concerns, recognizing the importance of aligning development with existing neighborhood plans and priorities. To address this, staff committed to providing regular updates on the development of overlay districts at future meetings, ensuring ongoing dialogue and transparency.
Public comment was received regarding both rezoning proposals, with residents voicing concerns about traffic congestion related to the Oak Lodge Road project. Overall, community members emphasized the need for greater collaboration between the city and established neighborhoods to ensure that future development aligns with their long-term plans. Commissioners echoed this sentiment, highlighting the importance of early engagement and open communication throughout the planning process.
