The Buncombe County Planning Board held a meeting on April 21, 2025, addressing several key planning initiatives impacting residents across the county. The meeting included discussions on recovery efforts following Tropical Storm Helene, potential zoning changes, and ongoing hazard mitigation planning. Board members ensured compliance with state regulations regarding conflicts of interest and announced the upcoming opening of a new public street.
A significant portion of the meeting was dedicated to introducing the Swannanoa Small Area Plan, a comprehensive effort designed to guide recovery, resilience, and growth in the Swannanoa area. Following damage from Tropical Storm Helene, this plan will involve extensive community engagement, data collection, and the development of goals and policies aligned with Buncombe County's broader comprehensive plan. The process will unfold in phases, beginning with stakeholder outreach and data gathering, ultimately leading to public engagement activities like a kickoff week and design charrette. The Board also engaged in discussions concerning proposed text amendments to the Buncombe County zoning ordinance, primarily impacting the Beaver Dam zoning district. These proposed changes aim to modernize regulations and address evolving community needs by: allowing up to two dwelling units per lot (similar to other residential areas), simplifying existing zoning standards, introducing limits on land disturbance and impervious surfaces (to protect the environment), and supporting mixed-use neighborhoods and conservation subdivisions. While no final decisions were made on these amendments, the Board will hold a work session to further explore the proposals before scheduling a public hearing. Staff also committed to developing visual aids, including layered maps, to better illustrate the potential impact of these changes.
During the public comment period, Didi Styles, a resident of Swannanoa, voiced concerns about the potential impact of development on water quality and flooding in her area. She emphasized the importance of considering stormwater runoff from impervious surfaces, particularly on steep slopes, and invited board members to attend meetings of the Swannanoa Grassroots Alliance. Her comments underscored a recurring theme throughout the meeting: the need to carefully consider the environmental impact of development.
Beyond Swannanoa, the Board also touched upon upcoming planning efforts for other areas including Candler, Fairview, Leicester and Parnesville. Discussions also highlighted the need to update the county’s hazard mitigation plan, particularly given increasing risks like wildfires stemming from timber damage. Staff emphasized the importance of trauma-informed planning and community engagement in addressing these challenges, echoing a commitment to collaborative decision-making.
Key Decisions & Actions: The Board approved the meeting agenda and minutes from February 17th. Moving forward, staff will issue a Request for Proposals (RFP) to hire a planning consultant for the Swannanoa Small Area Plan and will begin early stakeholder outreach in May. A steering committee of residents will also be formed to guide the planning process.
