Buncombe County Board of Commissioners Meeting Recap – April 1, 2025

The Buncombe County Board of Commissioners convened on April 1, 2025, for their regular meeting. The session included standard procedural items like the Pledge of Allegiance and a reminder to board members regarding ethical conduct, followed by approval of a consent agenda without public discussion. The meeting largely centered around key community concerns and strategic initiatives aimed at improving the county's well-being.

A significant portion of the meeting was dedicated to hearing from residents regarding school funding. Numerous speakers passionately voiced their concerns about potential budget cuts and the impact on students, citing staffing shortages – particularly a lack of instructional assistants – as critical issues. Residents strongly urged the Board to prioritize schools in upcoming budget deliberations, exploring options like property tax assessments to bolster funding. This highlighted a clear and unified message from the community regarding the importance of investing in education.

Beyond public comment, the Board took several important actions. They approved a resolution authorizing a loan from Pinnacle Bank to finance vital equipment and vehicle purchases, including a solid waste compactor and public safety/general government vehicles. Recognizing National Public Health Week (April 7-13) and Child Abuse Prevention Month, the Board formally acknowledged the dedication of public health professionals and emphasized community efforts to prevent child maltreatment. A key decision was also made regarding the Affordable Housing Services Program (AHSP), expanding its committee to include three commissioners and two resident members. This aims to increase community involvement in addressing the county’s housing affordability challenges, and includes a review of bylaws and program guidelines. Finally, amendments were approved to the AHSP emergency repair program, significantly increasing assistance for households impacted by Hurricane Helene – up to $50,000 in repairs – and establishing a lien forgiveness schedule.

Commissioner Ball provided an update from her recent trip to Washington D.C., where she advocated for recovery efforts alongside neighboring counties, meeting with federal officials including the Governor. Manager Pender also shared a positive update following a dinner with Governor Stein, discussing ongoing regional needs and potential support. These updates underscored the County’s proactive approach to securing resources and addressing critical issues at both state and federal levels.

Looking ahead, several action items were identified. Applications will soon be released to solicit resident members for the expanded Affordable Housing Committee. The committee itself will review and update its bylaws and program guidelines. The Board also committed to continued monitoring of federal grant funding for the Landis Sky Regional Council and other programs. Commissioner Ball will provide a more detailed briefing on her D.C. advocacy efforts in the coming weeks. These steps demonstrate a commitment to ongoing engagement, program improvement, and securing vital resources for Buncombe County residents.
