On April 1st, the Affordable Housing Committee convened to discuss important updates impacting affordable housing initiatives and address preliminary findings from the recent Point-in-Time (PIT) Count. The meeting, attended by committee members and relevant county officials, focused on refining the committee's structure, clarifying program guidelines, and understanding the current state of homelessness in Buncombe County.
A significant portion of the meeting was dedicated to proposed revisions to the Affordable Housing Subcommittee bylaws, a move designed to expand committee membership and incorporate valuable resident perspectives. These changes, which are currently in draft form pending full board approval, include officially renaming the group to "Affordable Housing Subcommittee," adding two resident members with experience in affordable housing (starting this July), and adjusting voting procedures to ensure fair representation. Notably, the revised bylaws will require a majority vote for key decisions and mandate conflict of interest reporting from all members, including the clerk. These changes aim to strengthen community involvement and ensure decisions are made with a deeper understanding of resident needs, as emphasized by several committee members during the discussion.
Beyond bylaws, the committee also reviewed proposed revisions to the Affordable Housing Service Program (AHSP) guidelines. These updates, again awaiting full board approval, will shift the committee's role in funding decisions. Moving forward, the subcommittee will review applications and provide recommendations on funding, contract terms, and loan interest rates. While previously the committee had authority to finalize these details, this change will ensure greater oversight and alignment with broader county policies.
The meeting also featured a presentation from Lacy regarding the preliminary findings of the January 20th Point-in-Time (PIT) Count, which provides a snapshot of homelessness in our community. The count revealed a concerning total of 2,303 individuals experiencing homelessness, including those in emergency shelters (170), transitional housing (157), and unsheltered situations (328). A significant increase in the number of individuals experiencing homelessness due to recent storm conditions was noted, with 116 reporting this as their primary reason. Perhaps most concerning was the persistent disparity highlighted in the data: a disproportionately high percentage of Black/African American individuals continue to experience homelessness compared to the general population, a point underscored by Lacy and prompting discussion on targeted solutions. The committee expressed deep gratitude to the 135 volunteers who dedicated their time and effort to making this year’s count possible.

Several key action items emerged from the meeting:
- The full board will review and vote on the proposed subcommittee expansion.
- The revised bylaws will return to the committee next month for final adoption, following board consideration.
- The AHSP guidelines will be presented to the committee for approval after receiving full board endorsement.
- Quarterly reports on housing issues will be reviewed in upcoming meetings, and a cross-departmental report focusing on broader housing challenges is expected in June.
