Recap: Historic Resources Commission Meeting - September 10, 2025
The Asheville & Buncombe County Historic Resources Commission convened on September 10, 2025, primarily focusing on reviewing Certificate of Appropriateness (COA) requests and discussing broader preservation initiatives within the region. The meeting, held in the First Floor Conference Room, included a swearing-in of new members and approval of the August 13th meeting minutes. A significant portion of the agenda was dedicated to public hearings regarding proposed projects impacting historic properties, alongside discussions on national register nominations and updates to board rules.
The Commission unanimously approved several COA requests, demonstrating a commitment to balancing preservation goals with modern needs. Specifically, construction of a concrete ramp and black metal handrail at 10 Biltmore Plaza (Biltmore Village) was approved, deemed consistent with district design standards. Similarly, the replacement of a metal roof with asphalt shingles at 216 Pearson Drive (Montford) received unanimous approval, addressing deterioration while aligning with common roofing materials in the district. Installation of seventeen solar panels at 128 Cumberland Avenue (Montford) was also approved, with the commission noting that as the property is not historic, minimal impact would be felt. A request for retaining wall replacement at 7 Banbury Cross (Albemarle Park) was continued to the October meeting, due to concerns about material choices and lack of prior COA approval.
Beyond individual project approvals, the Commission engaged in discussions regarding broader preservation efforts. A National Register nomination for Hans Rees' Sons Tannery was recommended for forward movement, recognizing its significance to local industry. Staff provided updates on the availability and application process for various tax credits, emphasizing thorough documentation as crucial for eligibility. The meeting also included announcements about upcoming preservation-related events, including the Grove Park Home Tour and the National Trust Conference. Discussions centered on adapting historic districts to modern needs, including solar panel placement and accessibility improvements, while maintaining the integrity of historic character. The formation of new recovery-specific advisory boards due to Tropical Storm Helene was also addressed, highlighting the Commission’s ongoing role in supporting city recovery efforts.
The next steps for the commission include continuing discussions on the retaining wall replacement at 7 Banbury Cross in October, and moving forward with the National Register nomination for Hans Rees' Sons Tannery. Staff will continue to monitor recovery efforts and provide guidance on preservation-related matters, particularly regarding tax credit applications and adherence to design standards. The commission’s ongoing commitment to preserving Asheville and Buncombe County's historic resources was evident throughout the meeting.
