Buncombe County Early Childhood & Development Committee Meeting Recap: Addressing Challenges in Early Childhood Amidst COVID-19
On October 6, 2020, the Buncombe County Early Childhood and Development Committee convened to discuss the current state of early childhood development in our community, with a particular focus on challenges exacerbated by the ongoing COVID-19 pandemic. The meeting featured presentations from key stakeholders and a robust discussion aimed at understanding the needs of early childhood providers and families.
A significant portion of the meeting centered around a panel discussion featuring experts from Child Care Resources, the Early Ed Coalition, Child Care Services Association, and Southwestern Child Development. The panel highlighted a critical workforce crisis within the early childhood sector, driven by low wages and limited benefits leading to high teacher turnover – a concerning statistic with roughly 20% of teachers planning to leave the field within three years. Participants also emphasized the need for reform in child care subsidy administration and funding, pointing out inequities and limitations within the current system. The panel further detailed the devastating impact of COVID-19 on local child care providers, including financial strain and increased stress. While acknowledging the positive impact of emergency funding and policy changes like waiving co-payments for families, speakers underscored the urgent need to address these systemic issues.
The committee approved a plan for virtual site visits to funded organizations, beginning October 15th. This initiative will allow committee members to gain firsthand insights into the challenges and successes of providers within Buncombe County. A key discussion point revolved around grant making priorities, with a consensus emerging to adjust processes to be more responsive to the immediate needs of grantees facing COVID-19 related difficulties. The committee also postponed a planned discussion on racial equity, opting to utilize staff support and resources to prepare for this important topic during the November meeting.
There was no public comment offered at the meeting, but an announcement was made regarding an upcoming "Let's Talk COVID" town hall event on October 13th, providing another opportunity for residents to engage in community discussions.
Looking Ahead: The committee has several key action items moving forward: members will review materials related to the September meeting minutes in preparation for feedback at the November meeting. Staff will also be preparing materials and facilitating discussions on racial equity in advance of that meeting. Most importantly, the committee remains committed to monitoring and addressing the ongoing challenges facing early childhood providers in Buncombe County. The next meeting is scheduled for Tuesday, November 17th from 1-2:30pm.
This meeting underscored the vital role early childhood development plays in our community and highlighted the significant pressures facing those who provide these essential services. The committee's focus on understanding these challenges and finding solutions will directly impact the well-being of young children and families throughout Buncombe County.
