Buncombe County Early Childhood & Development Committee Meeting Recap: Focus on Grant Application Improvements and Future Funding

On November 5, 2019, the Buncombe County Early Childhood and Development Committee convened a meeting focused primarily on refining the county’s grant application process for early childhood programs. The meeting, which was live-streamed and recorded for public access, saw robust discussion aimed at making the application more equitable, accessible, and effective in supporting local initiatives.

The committee began by formally approving the minutes from their previous October meeting, a routine procedural step. A significant portion of the discussion centered on how to improve the current grant application process, building upon previous efforts. Committee members engaged in a brainstorming session exploring ways to ensure the application is user-friendly and inclusive, with an eye toward launching a revised process in December 2020 and awarding grants by June 2021. A key emphasis throughout the discussion was incorporating equity considerations at every stage, addressing potential disparities in access and support for underserved communities. Several members highlighted the need to streamline the application, making it less daunting for potential applicants.

Beyond process improvements, the committee also explored broader funding strategies. A preliminary discussion was held regarding the possibility of offering multi-year grants, recognizing both the potential benefits and challenges associated with such a commitment. While no decision was made on this topic, staff will be tasked with reviewing the feasibility of implementing a multi-year funding policy. Additionally, Trish provided an update on subsidized childcare programs, noting the impact of recent funding reductions and resulting waiting list increases.

Public comments were provided by John DeWitt and Amy Mary, both emphasizing the importance of a clear long-term vision for early childhood development. They advocated for categorizing grant applications into areas like startup, expansion, and best practices to better align funding with specific community needs.

Looking ahead, several key action items emerged from the meeting: County staff, led by Rachel, will revise application materials, including a scoring matrix, with the input from today’s discussion. A draft will be presented at the December committee meeting. To further engage with the community, the committee plans to host an offsite engagement meeting and a grant writing workshop in January. Staff will also investigate alternative application methods, potentially including a shorter initial application followed by interviews. Finally, committee members were encouraged to share any additional ideas or suggestions for the revised application with county staff.

This meeting underscored the committee’s dedication to strengthening early childhood development initiatives in Buncombe County. The focus on improving the grant application process will directly impact local organizations seeking funding to provide vital services for young children and families, ultimately contributing to a more equitable and supportive environment for all.
